Accounting Technician
About the role
The incumbent of this position will serve as an Accounting Technician for the VISN 7 Consolidated Accounting Office (CAO). This position will be split into two primary FMS access functions: Obligators and Payers. Incumbent will be expected to perform either function as assigned.
Responsibilities
- Reviews, analyzes, and processes accounting transactions related to financial operations in accordance with established policies, procedures, and regulations.
- Examines accounting documents for accuracy, completeness, and compliance with federal financial management requirements.
- Maintains and reconciles financial records, accounts, and subsidiary ledgers to ensure accuracy of accounting data.
- Researches and resolves discrepancies in financial transactions, account balances, and supporting documentation.
- Processes adjustments, corrections, and reconciliations to ensure proper recording of financial transactions.
- Utilizes automated financial management systems to input, track, and reconcile accounting data.
- Reviews reports and financial data to identify errors, inconsistencies, or unusual transactions requiring further review.
- Provides customer service and technical guidance to internal staff regarding financial processing procedures and documentation requirements.
- Maintains supporting documentation for accounting actions in accordance with records management requirements.
- Aids with financial reporting activities by compiling data and preparing reports related to assigned accounting functions.
- Ensures compliance with applicable federal regulations, policies, and internal financial management controls.
- Communicates with internal offices and external stakeholders to obtain information needed to process or reconcile financial transactions.
- Performs other related duties as assigned.
Qualifications
To qualify for this position - applicants must meet all requirements by the closing date of this announcement - 07/16/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation - but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade - as required by the announcement. In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below:
- Specialized Experience (GS-5): You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include - but are not limited to: Providing administrative or technical support related to accounting, budget or financial operations; entering data into automated systems; reviewing, processing, and maintaining documents, such as invoices, purchase orders and payment records; verifying accuracy and completeness of data; and assisting with routine financial reporting while following established protocols.
- Specialized Experience (GS-6): You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include - but are not limited to: Performing accounting technician work such as reviewing and processing financial transactions, verifying accounting data for completeness and accuracy, maintaining and reconciling financial records or accounts, researching routine discrepancies, and using automated financial systems to record or track accounting information.
- Specialized Experience (GS-7): You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include - but are not limited to: Performing budget, accounting, payroll and/or financial management functions; Interpreting and applying accounting principles, methods, procedures, and techniques; Using various accounting systems and computer systems to maintain financial accounts and accounting data; Reviewing and analyzing reports and documents for accuracy and authorizations; Performing research to resolve any discrepancies relating to obligations, collections, disbursements, or other actions involving complicated adjustments; Reconciling accounts, processing and posting payments; Examining, auditing, and maintaining accounting transactions and balancing general ledger accounts.
