Duties

This position is located in the Systems Accounting Branch, Accounting Division of the Department of Accounting and General Services. The position is responsible for conducting analyses and participating in the development, implementation, improvement, maintenance and control of the statewide central accounting system consistent with fiscal control, record keeping and reporting needs of individual departments and of the central accounting agency.

  • Level III: Assignments usually consist of devising or revising segments of accounting systems when the major characteristics and framework of the segments have been determined or established by others.
    • Works in a variety of settings such as: being a member of a large systems development and implementation project to integrate an accounting system; being assigned to work independently on a smaller project where accounting problems are analyzed and resolved through systems improvement; or being assigned to systems maintenance.
  • Level IV: Assignments typically include participating in the development and implementation of new accounting systems, or the replacement or enhancement of existing accounting systems by providing project management support in leading, coordinating and monitoring team projects; serving as liaison between third party consultants and state departments; providing assistance in defining and documenting current work flow and processes and various legal, procedural, user, internal control and other system requirements; analyzing and identifying problem areas and making recommendations to streamline and improve systems, processes, and procedures; providing conversion assistance to ensure correct data and balances are carried over to the new system; testing and assessing system software performance and identifying areas of deficiency; providing training and technical advice to users.

Minimum Qualification Requirements

  • Education: A bachelor's degree from a regionally accredited four-year college or university with at least twelve semester credit hours in accounting and/or auditing subjects.
    • Accountant II: Bachelor's degree in Accounting (BAcc): Applicants who possess a bachelor's degree with a major in accounting or a bachelor's degree with accounting and/or auditing course work equivalent to a major in accounting, from an accredited college or university will be deemed to have met the education and experience requirements for the class Accountant II.
    • Accountant III: Master's degree in Accounting (MAcc): Applicants who possess a master's degree in accounting or master's degree with accounting and/or auditing course work equivalent to a master's degree in accounting from an accredited college or university will be deemed to have met all the basic education and experience requirements for the class Accountant III.
  • Professional Accounting Experience: One and one-half (1-1/2) years for Level III and two and one-half (2-1/2) years for Level IV of progressively responsible professional accounting or auditing experience which may have included teaching accounting at the university level.
    • Systems Accounting Experience: Six (6) months for Level III and one (1) year for Level IV of systems accounting work experience in one or a combination of the following areas: Experience as a member of a project team for the development and/or implementation of a major, integrated accounting system; or experience as a member of a project team concerned with the major analysis of existing accounting procedures, operations and subsystems and developing and/or implementing changes to establish a major integrated system; or Experience which involved participation in the maintenance and control of the accounting system for a large business entity through the analysis and resolution of accounting problems through systems improvements and changes, provision of advice to operations or fund control accountants regarding the system, or in the establishment of subsystems; or Other professional accounting or auditing experience which involved responsibility for, or participation in, identifying accounting problems and recommending changes and improvements requiring the modification of an organization-wide accounting system.
