About the role

The City of Phoenix Housing Department's mission is to provide quality affordable housing and a pathway to self-sufficiency. To fulfill the mission, the City of Phoenix Housing Department owns approximately 5,000 units of public and affordable housing and manages more than 5,200 housing choice vouchers, providing homes to 25,000+ persons. It also offers financing to for-profit and nonprofit partners to help create additional affordable housing opportunities.

Responsibilities

  • Prepare and analyze fiscal accounting reports and transactions for federal grants.
  • Control revenue receipts for expense reimbursements and rental payments.
  • Lead, review, and approve bi-weekly payroll reporting transactions and journal entries.
  • Prepare budget and operating expense reports and conduct variance analysis.
  • Read, interpret, and apply vendor contract agreement terms, payroll and benefit memorandum exceptions, and grant financial compliance requirements.
  • Audit and review petty cash and inventory count controls.
  • Collect data and prepare general ledger journal entries, invoice receipts, and supporting documentation.
  • Answer expenditure and revenue questions from department staff.
  • Plan, assign, coordinate, and supervise the work of Payroll Account Clerk III.

Qualifications

  • Three years of professional level experience in accounting.
  • Bachelor's degree in accounting or a related field.
  • Master's Degree in Accounting, Business, or a related field, is preferred.
  • Experience: Working with budgets, financial analysis, and/or cost and fee analysis.
  • Accounts Receivable experience.
  • Excellent experience with Microsoft Excel.
  • Creating financial reports.
  • With reconciliation processes.
  • Supervising, including planning, assigning, coordinating, and supervising the work of various accounting functions.
  • Researching, analyzing and problem-solving skills independently following contractual agreements and regulations.
  • Using SAP.
  • Familiarity with accounting transactions rules, regulations, and internal controls.

Salary

Pay Range: $65,894.40 to $102,232.00 annually. Hiring Range: $65,894.40 to $92,726.40 annually. Pay Range Explanation: - Pay range is the entire compensation range for the position classification. - Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity. - Internal Only: Please understand that this is pay grade 056. If selected, your salary offer will be based on the applicable promotion or demotion worksheet in accordance with the City Pay Ordinance. - Promotions occur when the last two digits of the pay grade increase. - Demotions occur when the last two digits of the pay grade decrease. - Lateral transfers occur when there is no change to the last two digits of the pay grade. - When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.
