About the role
The position is based at the North Austin Complex with a schedule of 8:00 a.m. to 5:00 p.m., Monday through Friday. The successful candidate must have the infrastructure required to work remotely as needed. This role provides support for all functions in the HHS Payroll, Time Labor and Leave (PTLL) department, performing complex accounting and administrative support work. The position serves as a PTLL Subject Matter Expert (SME) and back-up to Time Administrators (TA) for the Health and Specialty Care System (HSCS) Facilities.
Responsibilities
- Provides training to facility employees on PTLL processes, including use of the CAPPS timesheet. Participates and presents PTLL policies and procedures at each facility New Employee Orientation (NEO) class. Identifies areas where additional support and training is needed.
- Provides administrative support for the HHS Payroll, Time Labor and Leave (PTLL) department, including planning, preparing, and editing reports, correspondence, memos, presentations, charts, forms, and spreadsheets.
- Manages and maintains departmental email action box and regular mail. Distributes, coordinates, and tracks communications to support PTLL and HSCS.
- Communicates with internal and external stakeholders to provide, exchange, or verify information, answer inquiries, address issues, or resolve problems or complaints.
- Supports daily PTLL functions by logging data, processing mail, making leave awards on the CAPPS Timesheet, and processing PTLL letters.
- Provides back-up support to State Hospitals and State Supported Living Centers, including entering leave taken and hours worked, entering FLSA overtime and comp time payments, and identifying and reporting system issues.
- Assists with the administration of the HSCS On-Call Policy and intermittent shift differential to ensure compliance.
- Performs general office duties such as maintaining filing systems, answering and routing emails, and ordering office supplies.
- Prepares, edits, and distributes correspondence, agendas, reports, forms, and documents related to PTLL functions.
- Coordinates and facilitates trainings on CAPPS Employee and Manager Self-Service.
- Provides back-up support to HSCS Facilities when the assigned Time Administrator is out of office, during vacancies, or as business needs arise.
- Monitors and responds to questions related to Payroll, Time Labor, and Leave from HSCS employees and managers.
- Performs timesheet edits as approved by the manager and follows up with managers regarding policy compliance for LWOP/LOA.
- Runs defensive queries to check for policy and statutory compliance and sets up intermittent shift differential pay in employees' CAPPS records.
- Participates in departmental meetings and PTLL special projects.
Requirements
- Four (4) years of professional or administrative experience in payroll, accounting, leave accounting systems, human resources, or personnel management programs.
- Professional and administrative experience may be substituted by completing a minimum of 30 semester hours of college coursework (equates to one year of experience) or a Bachelor’s degree (equates to four years of experience) with a major in accounting or other professional fields.
- Ability to work in an office setting on-site as well as telework with the necessary infrastructure (computer/laptop, at-home internet).
- Knowledge of HHS policies and procedures relating to PTLL.
- Proficiency in Microsoft Word, Microsoft Excel, Microsoft PowerPoint, and internet browsers.

Pay
$4,594.00 monthly.
Schedule
- Full-time, regular position.
- Day shift: 8:00 a.m. to 5:00 p.m., Monday through Friday.
