About the role

This position is within the Special Assistant for Resource Management Directorate, Commander, NAVAL INFORMATION FORCES (COMNAVIFOR).

Responsibilities

  • Assist in the execution of an accounting program, including all matters relating to reports, statistics, accounting, financial systems, and disbursing.
  • Utilize accounting systems employed by COMNAVIFOR to provide accounting data for centrally controlled funds and funds issued to all Domain Activities.
  • Evaluate the effectiveness of DON BPS, internal controls, and NAVIFOR administrative processes, as well as the economy and efficiency of operations, to prevent and detect fraud and abuse in such systems.
  • Apply accounting, budget execution, and financial management procedures, practices, policies, laws, and regulations in conducting performance financial assessments.
  • Prepare financial reports and briefs in support of NAVIFOR and its subordinate commands' resources.
  • Establish and maintain account reference data using financial management systems, including the Navy's official financial accounting system (NERP) and the Navy's data analytics system (Jupiter/Advana).
  • Extract and prepare a variety of reports and forms for data calls and reports.
  • Identify, analyze, and resolve accounting system problems and discrepancies.
  • Develop training materials and standard operating procedures related to accounting and financial system processes, and conduct training sessions for large audiences.
  • Coordinate and maintain relationships with individuals outside of the immediate work unit to meet various stakeholders' system needs.

Requirements

  • Must be a U.S. Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
  • Must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • Must acknowledge in writing acceptance of an appointment in the DCIPS (excepted service), which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position requires a periodic polygraph examination.
  • This position may require a two-year DCIPS trial period.
  • This is a Financial Management Level 02 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS, including remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS/GG-11) or pay band in the federal service, or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Establishing and maintaining account reference data using various financial management systems, including the Navy's official financial accounting system (NERP) and the Navy's data analytics system (Jupiter/Advana).
  • Extracting and preparing a variety of reports and forms for data calls and reports.
  • Identifying, analyzing, and resolving accounting system problems and discrepancies.
  • Developing training materials and standard operating procedures related to accounting/financial system processes and holding trainings with a large audience.
  • Coordinating and maintaining relationships with individuals outside of the immediate work unit to meet various stakeholders' system needs.

Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

  • Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
  • Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
    • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement, provided that:
      • The applicant has successfully worked at the full-performance level in accounting, auditing, or a related field;
      • A panel of at least two higher-level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and related fields that equals the breadth, depth, currency, and level of advancement normally associated with successful completion of the 4-year course of study described above; and
      • Except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
