Assist the District Section Engineer in providing management, leadership, and direction for an assigned engineering section. Help plan, organize, and monitor project activities, and provide fiscal management and technical guidance on a wide variety of transportation projects. Train and develop team members to lead the management of roadway and transportation-related design projects consistent with established processes, schedules, budgets, design criteria, standards, and specifications.

Responsibilities

• Communications: Communicate with staff, the public, and other VDOT employees on a variety of engineering-related issues. Respond to stakeholder inquiries and participate in stakeholder meetings as necessary.
• Customer Service: Provide excellent customer service in response to citizen inquiries and concerns.
• Engineering Budget Oversight: Develop, manage, and monitor budgets for assigned program areas, including staff, equipment, and projects. Monitor expenditures and status of allocations to ensure financial metrics are met.
• Engineering Reviews: Perform detailed, technical engineering reviews on a variety of documents and projects as the responsible charge engineer. Formulate and document recommendations and present findings.
• Project Coordination: Represent VDOT in meetings with outside entities to resolve issues of public concern. Work with district and residency staff to communicate project issues and collaborate to resolve problems. Coordinate with stakeholders to meet established project performance measures.
• Project Management and Documentation: Monitor workload assignments to ensure roadway designs and tasks are completed on schedule and within budget. Manage consultant design projects, design-build projects, and on-call contracts. Organize work units, assign workloads, and adjust task priorities to support VDOT programs.
• Responsible Charge Engineer: Fulfill duties as the responsible charge engineer in compliance with policies, procedures, and the Code of Virginia.
• Roadway Design and Technical Skills: Apply thorough knowledge of roadway design, hydraulic design principles, and survey practices to complex projects. Resolve difficult problems as the responsible charge engineer.
• Staff Training and Development: Ensure staff development, performance planning, evaluation, and recognition activities are completed to maintain a productive and motivated team.

Requirements

• Considerable knowledge of civil engineering principles as they relate to roadway design and standard design technical knowledge.
• Extensive knowledge of roadway design criteria, construction methods, standards, specifications, and materials.
• Knowledge of transportation engineering principles and practices.
• Knowledge of business and management principles involved in strategic planning, resource allocation, human resources, and leadership techniques.
• Knowledge of state and federal laws and regulations related to transportation engineering.
• Knowledge of supervisory and human resources practices and principles, including hiring, discipline, performance management, and employee development.
• Proficient skill in leadership, project and program management, coaching, counseling, and training others.
• Skill in building networks and relationships with employees from other divisions, field personnel, contractors, manufacturers, and FHWA representatives.
• Skill in the use of computers and web-based applications, including engineering software.
• Skilled in project scheduling and project management.
• Substantial knowledge of VDOT Road and Bridge Specifications and Standards.
• Thorough knowledge of principles of roadway safety that impact roadway standards and special designs.

Qualifications

• Degree in Civil Engineering or a related field.
• Valid Professional Engineer’s license.
• Experience related to building networks and relationships with employees from other divisions, field personnel, contractors, manufacturers, and FHWA representatives.
• Leadership experience, including project and program management, coaching, counseling, and training others.
• Project management coursework and experience.
• Skill in the use of computers and software applications.
• Knowledge of civil engineering principles as they relate to roadway design and standard design technical knowledge.
• Knowledge of roadway and transportation design criteria, construction methods, standards, specifications, and agency policies and procedures.

Additional Considerations

Experience in project and program management specific to transportation design and civil engineering is preferred.
