About the Role

Assist the District Section Engineer in providing management, leadership, and direction for an assigned engineering section. Help plan, organize, and monitor project activities, and provide fiscal management and technical guidance on a wide variety of transportation projects. Train and develop team members to lead the management of roadway and transportation-related design projects consistent with established processes, schedules, budgets, design criteria, standards, and specifications.

Responsibilities

• Communications: Communicate with staff, the public, and other VDOT employees on engineering-related issues. Respond to stakeholder inquiries and participate in stakeholder meetings.
• Customer Service: Provide excellent customer service in response to citizen inquiries and concerns.
• Engineering Budget Oversight: Develop, manage, and monitor budgets for assigned program areas, including staff, equipment, and projects. Track expenditures and ensure financial metrics are met.
• Engineering Reviews: Perform detailed technical engineering reviews on documents and projects as the responsible charge engineer. Formulate recommendations and present findings.
• Project Coordination: Represent VDOT in meetings with outside entities to resolve public concerns. Collaborate with district and residency staff to address project issues and coordinate with stakeholders to meet performance measures.
• Project Management and Documentation: Monitor workload assignments to ensure roadway designs and tasks are completed on schedule and within budget. Manage consultant design projects, design-build projects, and on-call contracts. Organize work units, assign tasks, and adjust priorities as needed.
• Responsible Charge Engineer: Fulfill duties in compliance with policies, procedures, and the Code of Virginia.
• Roadway Design and Technical Skills: Apply thorough knowledge of roadway design, hydraulic design principles, and surveying to complex projects. Resolve difficult technical problems as the responsible charge engineer.
• Staff Training and Development: Ensure staff development, performance planning, evaluation, and recognition activities are completed to maintain a productive and motivated team.

Requirements

• Considerable knowledge of civil engineering principles related to roadway design and standard design technical knowledge.
• Extensive knowledge of roadway design criteria, construction methods, standards, specifications, and materials.
• Knowledge of transportation engineering principles and practices.
• Knowledge of business and management principles, including strategic planning, resource allocation, human resources, and leadership techniques.
• Knowledge of state and federal laws and regulations related to transportation engineering.
• Knowledge of supervisory and human resources practices, including hiring, discipline, performance management, and employee development.
• Proficient skill in leadership, project and program management, coaching, counseling, and training.
• Skill in building networks and relationships with employees from other divisions, field personnel, contractors, manufacturers, and FHWA representatives.
• Skill in using computers and web-based applications, including engineering software.
• Skilled in project scheduling and project management.
• Substantial knowledge of VDOT Road and Bridge Specifications and Standards.
• Thorough knowledge of roadway safety principles impacting roadway standards and special designs.

Qualifications

• Degree in Civil Engineering or a related field.
• Valid Professional Engineer’s license.
• Experience related to building networks and relationships with employees from other divisions, field personnel, contractors, manufacturers, and FHWA representatives.
• Knowledge of civil engineering principles related to roadway design and standard design technical knowledge.
• Knowledge of roadway and transportation design criteria, construction methods, standards, specifications, and agency policies and procedures.
• Leadership experience, including project and program management, coaching, counseling, and training others.
• Project management coursework and experience.
• Skill in the use of computers and software applications.

Additional Considerations

• Experience in project and program management specific to transportation design and civil engineering is preferred.

Pay

VDOT utilizes a market-based pay program approved by DHRM. Advertised rates of pay may or may not align with Commonwealth pay bands.
