About the Role

This project management position is responsible for overall project management, including planning, organizing, monitoring, and directing work activities and resources to complete assigned projects. The role ensures projects adhere to established processes, schedules, budgets, design criteria, standards, and specifications while providing technical advice, guidance, and training in assigned engineering program areas.

Responsibilities

• Manage projects to ensure they are on-time and on-budget.
• Prepare analyses, reports, and recommendations based on engineering determinations.
• Provide engineering support and consultation related to the assigned engineering program area.
• Analysis and Technical Reporting: Analyze and interpret engineering data and information; prepare complete, clear, and concise reports and recommendations.
• Assemble Project Teams: Build and oversee teams consisting of preliminary engineering and construction staff, consultant professional services, programming and funding staff, government officials, FHWA representatives, project stakeholders, and other interested parties. Ensure project goals and objectives are achieved while fostering team cohesiveness.
• Budget Management: Apply project management principles to meet programmed budgetary objectives. Maintain accurate and current budget estimates, monitor project budgets, and document changes with appropriate approvals.
• Communication: Establish effective communication between VDOT, contractors, government agencies, and the public. Investigate issues and resolve complaints.
• Communications Management: Manage communication and coordination between project team members and stakeholders. Report project progress to sponsors and senior management, and advise on significant issues affecting milestones, budgets, or team performance.
• Engineering Process Management: Use established VDOT policies and procedures to develop and deliver engineering projects in compliance with state and federal laws and regulations.
• Manage Assigned Activities: Plan, schedule, and coordinate engineering program activities to meet deliverables within established scope and timeline.
• Project Engineering: Assist in managing projects and tasks, including scope, schedule, budget, deliverables, change management, quality, and status reports. Complete multiple concurrent tasks and provide updates on their status.
• Project Management: Develop project work plans and schedules using Work Breakdown Structures. Ensure key events and activities are completed on time and maintain up-to-date project schedules in VDOT tracking systems.
• Resource Management: Oversee assigned resources to meet schedule and budgetary objectives. Determine staffing needs and project team composition in collaboration with functional managers.
• Roadway Design: Develop roadway designs for complex transportation projects. Provide support for construction cost estimates and manage RAAP, HSIP, SAAP, and No Plan Projects designed by consultants or other VDOT districts.
• Scope Management: Manage overall project scopes to meet programmed schedule and budgetary objectives. Develop project scopes and definitions, establish baselines, and document changes with appropriate approvals.
• Special Assignments: Manage special program initiatives and projects as assigned. Represent VDOT or the assigned program area on various committees and work groups.
• Teamwork and Customer Service: Demonstrate customer service and work habits reflecting VDOT Values. Coordinate the flow of information both orally and in writing.

• Knowledge of VDOT, state, and federal policies and procedures relating to transportation engineering.
• Knowledge of project management procedures and principles.
• Knowledge of roadway design criteria, construction methods, standards, specifications, and materials, including VDOT Road and Bridge Specifications and Standards.
• Knowledge of the principles and practices of transportation project management and transportation project engineering.
• Knowledge of the transportation project development process, project integration on complex projects, and associated regulatory, financial, and legal constraints.
• Skill in contract management, change management, and team leadership.
• Skill in providing and promoting good customer service.
• Skill in the use of computers and software applications, including MS Office, project management, and engineering software programs.

Qualifications

• Ability to communicate effectively orally and in writing, including presentation skills.
• Ability to investigate and resolve design issues.
• Ability to plan, coordinate, and manage multiple projects and contracts.
• Engineering experience related to transportation design, construction, and the project development process.
• Knowledge of roadway design criteria, construction methods, standards, specifications, and materials, including VDOT Road and Bridge Specifications and Standards.
• Knowledge of the principles and practices of transportation project management and project engineering.
• Skill in contract management and change management.
• Skill in the use of computers and software applications.

Additional Considerations

• A combination of training, experience, or education in Civil Engineering or a related field is desired.
• Certification as a Project Management Professional (PMP).
• Experience in roadway project management and design.
• Professional Engineering (PE) license or Engineer in Training (EIT) certification.
