YOUTH DIRECTOR (Large or XL)

About the Role

The Youth Director with Oversight position administers a developmentally appropriate youth program for children of eligible patrons and oversees all installation Child and Youth Programs (CYPs). This includes direction and operation of a large (200 or more children) School Age Care (SAC) program and/or a Youth Program (YP).

Responsibilities

  • Program Management
    • Applies professional knowledge of child and youth development to develop and supervise a developmentally appropriate program.
    • Ensures implementation of a program that promotes social, emotional, physical, and cognitive growth of children and youth.
    • Provides program oversight and accountability for employee performance and child safety in accordance with DoD, DoN, and local policies.
    • Recommends modifications to higher-level program goals and interprets child and youth development philosophy/principles and DoN policies.
    • Develops, implements, and analyzes surveys and needs assessments of staff and patrons to ensure appropriate programming and hours of operation.
    • Collects and maintains statistical data for planning and reporting purposes.
    • Maintains liaison with local institutions and community organizations to stay abreast of trends and changes.
  • Budgeting and Financial Management
    • Develops integrated budget input and conducts written analysis of budget variances.
    • Oversees the collection, accurate accounting, and reporting of funds received from patrons.
    • Ensures compliance with regulations governing the use of appropriated and nonappropriated funds.
  • Personnel Management
    • Supervises employees and volunteers, ensuring timely initiation and implementation of personnel actions.
    • Supports and carries out established EEO objectives and policies.
    • Ensures adherence to safety, health, nutrition, and risk management policies.
    • Develops staffing schedules in accordance with established ratios and group sizes.
    • Establishes local performance standards and evaluates employee performance.
    • Provides guidance on compliance with standards and execution of management directives.
    • Resolves complaints related to personnel and takes disciplinary action as necessary.
    • Collaborates with CYP Training Specialist(s) to identify and address training needs.
    • Encourages and facilitates continuing higher education.
  • Program Operations
    • Contributes to the development of CYP standard operating procedures (SOPs) for efficient operation and management.
    • Collaborates with other CYP Directors to establish and implement a combined Parent Involvement Board (PIB).
    • Provides input for CYP employee and parent handbooks and ensures their distribution.
    • Ensures full utilization of program spaces.
  • Compliance
    • Ensures compliance with DoN, DoD, Military Child Care Act (MCCA), and Council on Accreditation (COA) standards.
    • Responsible for compliance with child abuse and neglect reporting requirements.
    • Ensures compliance with USDA Child and Adult Care Food Program (CACFP).
  • CYP Program Oversight
    • Compiles program statistical data for reports and keeps Command informed of trends, policy changes, and program needs.
    • Executes a child placement system, including a central enrollment registry.
    • Coordinates with installation CYP Directors to ensure a Parent Participation Plan and joint CYP Inclusion Action Team.
    • Responsible for coordinating the issuance of an installation-wide fee letter.
    • Coordinates the use of employees across the CYP and ensures effective utilization of CYP Training Specialists.
    • Initiates a CYP-wide training program with targeted, integrated training plans.
    • Coordinates the development of single installation SOPs, CYP Professional Handbook, and parent handbook.
    • Ensures fluid communication among CYPs on the installation.
    • Serves as liaison with the Regional Program Manager on all CYP issues.
    • Coordinates and maintains documentation for CNIC and Multi-Disciplinary Team Inspections.
  • Additional Responsibilities
    • Serves as a mandatory reporter to Family Advocacy and Child Protective Services.

Requirements

  • Must provide a copy of your most recent Personnel Action Report (PAR) or SF-50.
  • Must pass a pre-employment physical, provide evidence of immunization, be free of all communicable diseases, and obtain appropriate immunization against communicable diseases.
  • Must successfully obtain and maintain appropriate security clearance as needed.
  • Ability to complete required training certificates and maintain certifications or credentials required by Federal, State, and/or national accreditation institutions.
  • Must successfully pass the E-Verify employment verification check.
  • Must be committed to improving the efficiency of the Federal government and upholding the rule of law and the United States Constitution.

Qualifications

Resumes must demonstrate experience and knowledge, skills, and abilities (KSAs) relevant to this position. Applicants should clearly specify their experience level and KSAs.

  • A combination of education and full-time experience working with children.
  • Professional knowledge of child and youth development principles and program management, including safety, security, disease prevention, employee training, developmentally appropriate activities, parent involvement, and facility management.
  • Knowledge of DoD, DoN, local, and state regulations pertaining to military child care.
  • Knowledge of Federal and State laws governing child abuse and neglect detection and prevention.
  • Knowledge of financial management, budgeting, and purchasing related to child and youth programs.
  • Knowledge of facility design, functional use, and maintenance concepts.
  • Skill in program planning, organizing, and coordinating various program components.
  • Skill in working with military families and understanding military lifestyles is preferred.
  • Ability to identify and respond to emergency situations, including evacuations, child and youth illness, and physical and emotional disorders.
  • Ability to supervise others, exercise sound business skills, and provide positive personnel management.
  • Ability to communicate effectively in English, both orally and in writing, with strong interpersonal communication skills.

Education

  • A 4-year degree in a field related to youth programs (e.g., youth recreation, physical education, elementary/secondary education, home economics with an emphasis in human development, youth development, psychology, or social work) AND 3 years of full-time experience working with children and/or youth.
  • OR A Master's degree in a related field of study AND a minimum of 1 year of professional experience working with children.
  • OR A combination of education (e.g., 24 higher-level semester hours in a relevant field) and experience that provides knowledge comparable to a 4-year degree, AND 3 years of full-time experience working with children and/or youth.

  • CYP Employee Discounts: Eligible Navy CYP employees receive a 100% discount for the first child enrolled and a 25% discount for each additional child. If a household has two CYP employees, each is eligible for a 100% discount for one child, with a 25% discount for each additional child. Discounts apply to full-time or part-time enrollment in Child Development Centers, 24/7 Centers, School Age Care programs, or Family Child Care programs. Available to full-time, part-time, and flexible staff working a minimum average of 15 hours per week.
