Wisconsin Community Services (WCS) seeks a Youth CCS Mental Health Professional (MHP)/Supervisor to provide direct supervision and clinical support to Youth CCS Care Coordinators and offer clinical guidance to high-risk youth and young adults enrolled in the Youth CCS program.
About the role
The MHP/Supervisor has two equally essential roles: supervising the Youth CCS team to ensure comprehensive, individualized services and providing direct clinical consultation to Care Coordinators and enrolled youth who need additional clinical care.
Responsibilities
- Supervise the Youth CCS team to ensure services meet the identified needs of individuals served, championing the Youth CCS process while providing leadership and role modeling a strength-based environment.
- Interview, hire, evaluate, manage, and train assigned Youth CCS staff in accordance with Milwaukee County Youth Behavioral Health programs and WCS Policies and Procedures.
- Monitor and approve all documentation for accuracy and timely completion (e.g., consent forms, provider notes, referrals, court letters, Community Treatment Plans, Crisis Plans, Incident Reports).
- Provide weekly, directive clinical consultation and coaching to each Care Coordinator for a minimum of one hour.
- Offer ongoing coaching and support regarding Care Coordinators’ strengths, areas of need, and potential strategies for improvement through shadowing and supervision.
- Facilitate clinical consultation for Youth CCS staff in accordance with DHS 36 and monitor staff’s participation and documentation of required consultation time.
- Oversee CCS discharges in collaboration with Care Coordinators and Milwaukee County Youth CCS Administration.
- Ensure timely annual functional screen evaluations to determine ongoing eligibility for youth enrolled in Youth CCS.
- Assist Care Coordinators with day-to-day service delivery and crisis situations.
- Establish and maintain strong communication and collaboration with system partners (e.g., Milwaukee County Behavioral Health Services, Division of Milwaukee Child Protective Services, Children & Youth Family Services, Milwaukee County Crisis Services).
- Facilitate weekly agency Care Coordinator team meetings.
- Maintain accurate documentation and case files as required by agency policy, government regulations, and applicable local, state, and federal codes (e.g., provider notes, Community Treatment Plans, Crisis Plans, SAFE-Ts in AvatarNX).
- Promote a person-centered, culturally intelligent, and recovery-focused philosophy for serving individuals with mental health and co-occurring needs.
- Maintain a 24-hour on-call system to ensure access to Youth CCS Care Coordinators.
- Provide direct clinical assessment and support to individuals in crisis, in collaboration with the Care Coordinator, potentially in the person’s home or community.
- Attend safety planning meetings, team meetings, and other face-to-face visits for high-risk youth as requested by Care Coordinators to provide clinical assessment and support.
- Ensure fidelity to treatment protocols and evidence-based practices.
- Enter timely clinical documentation directly into AvatarNX.
- Keep Milwaukee County Youth CCS Administrators informed of emergency or critical incidents in collaboration with Program Manager and Assistant Program Director.
- Provide coverage for Care Coordination staff when needed.
- Engage in quality assurance and quality improvement activities as identified by WCS and Milwaukee County Behavioral Health Services.
- Attend all required trainings and in-services set forth by WCS and Milwaukee County.
Requirements
- Master’s Degree and licensure as a Licensed Clinical Social Worker or Licensed Professional Counselor.
- Two years of experience serving youth or young adults with mental health and co-occurring needs.
- One year of supervisory experience preferred.
- Valid driver’s license, automobile, and insurance sufficient to meet agency requirements.
- Meet all employee requirements including references, criminal background check, drug test, and driver’s license check.

Physical Demands
- Work is performed in both office and community environments, including travel.
- Must be able to navigate stairs.
- Must be comfortable interacting with youth and young adults who have severe and persistent mental health needs.

- Noise levels range from low to medium in an office setting.
