About the role

The Washington State Criminal Justice Training Commission (WSCJTC) is seeking an experienced investigator to join our investigative team. This position will play a crucial role in reviewing misconduct cases to ensure fairness and consistency in the criminal justice system.

Responsibilities

• Organize and conduct administrative investigations into alleged peace or corrections officer misconduct.
• Conduct administrative investigations on alleged employees, WSCJTC contractors, and/or recruit misconduct.
• Acquire open-source information and records.
• Request law enforcement documents and other records.
• Secure and analyze documentary evidence.
• Use of digital voice recording equipment.
• Interviews of employees/officers with Garrity Rights as appropriate.
• Interviews of witnesses.
• Interviews of victims.
• Writing extensive, detailed reports of investigation and supplemental reports.
• Organize significant amounts of information/reports/files/photos/evidence for review by Certification Bureau supervisor and/or managers.
• Aid the Assistant Attorney General with case briefings, filings, and follow-up.
• Testify in administrative hearings and other judicial proceedings when requested.
• Receive and evaluate referrals from law enforcement agencies, government agencies, and community groups on alleged police and/or corrections officer misconduct.
• Consult with and provide guidance to law enforcement agencies, government agencies, and the Washington State Assistant Attorney General assigned to the WSCJTC Certification Bureau.
• Recommend to the supervisor, managers, and the Assistant Attorney General a specific course of action and/or strategies to follow during complex administrative investigations.
• Provide expert opinion and advice as appropriate to a variety of internal and external business partners.
• Develop training curricula on specialized administrative investigations.
• Presentation of training to law enforcement, corrections, and other groups as requested.

Qualifications

• Minimum of a bachelor’s degree in criminal justice, sociology, or a related field - AND - At least 3 years’ experience involving complex investigations - OR - At least 5 years’ experience involving complex investigations, to include at least 2 years of investigative experience in criminal and/or administrative investigations.
• Ability to manage workload with little supervision.
• Experience conducting investigations, including recorded interviews of suspects/victims/witnesses and report writing.
• Knowledge regarding the differences between a criminal investigation and an administrative investigation.
• Ability to build partnerships with diverse stakeholder groups.
• Strong public speaking skills.
• Excellent interpersonal skills.
• A valid Washington State driver’s license.

• Have at least 2 years’ experience conducting administrative investigations.
• Attend and successfully complete victim/witness/suspect interview training within six months of hire.
• Excellent interpersonal communication skills.
• Demonstrate the ability to maintain professionalism and objectivity in high-pressure situations.
• Extremely high professional ethics.
• Broad investigative experience across multiple functional areas.
• Detail-oriented.
