The Workplace Security Manager assists the Director of Workplace Security in the overall management, implementation, and execution of the Countywide Integrated Workplace Security program. This position manages the daily and long-term operations of the on-site contracted security service and supervises the senior analysts' scope of work. Using a trauma-informed, racial justice and equity lens, the Security Manager partners and collaborates with County departments and other stakeholders to ensure County facilities, employees, contractors, visitors, and their property are adequately protected by establishing, overseeing, and facilitating Countywide governance and management of security programs through standardized Countywide security policies and procedures, ongoing security assessments, planning, and periodic security awareness training.

Day-to-Day Duties Will Include

  • Conducting security vulnerability assessments using the Crime Prevention Through Environmental Design (CPTED) model and providing strategic direction for Countywide and site-specific security planning
  • Overseeing routine building security operations and assisting with incident response to workplace violence and other building emergencies
  • Recommending and implementing Countywide security standards, access control, and other security systems and measures
  • Conducting security-related investigations involving the workplace
  • Budget and financial planning, contract management, and invoice approval, etc.
  • Developing and conducting countywide training and exercises on security policies, procedures, and emergency response protocols and plans
  • Facilitating meetings of the Executive Security Steering Committee
  • Overseeing the building security contract(s) for County-owned and leased facilities
  • Review, monitor, and update countywide security policies, plans and protocols to ensure continued standardization
  • Develop and manage Countywide web-based security webpage and other forms of communication

Minimum Qualifications

  • Bachelor's degree, or equivalent work experience
  • Five (5) years of security related experience that demonstrates the ability to perform the duties of the position
  • At least two (2) years of experience managing workplace security projects or programs
  • Possession of a valid driver's license for driving a County vehicle
  • Ability to pass a background check, including fingerprinting

Preferred Qualifications

You do not need to have the following preferred qualifications/transferable skills to qualify.   • Direct experience with comprehensive workplace security and incident response programs and functions
  • Ability and experience negotiating, administering, and monitoring security contracts, budgets and resolving concerns and issues
  • Ability and direct experience in workplace violence reporting, investigation, and follow up procedures using a trauma informed approach

Pay

Pay Range $101,442.25 - $152,165.22 Annual

This is a salary, executive position that is not eligible for overtime.

Additional Information

  • This position is classified as a Human Resources Manager 1; it is an Executive / Unclassified position serving at the pleasure of the Department Director and may be subject to discharge at any time.
  • This position works onsite. The primary onsite work location is at the Multnomah Building, 501 SE Hawthorne Blvd, Portland, OR 97214.
  • This position may require working later hours or weekends based on operational needs
  • This recruitment may be used to fill full-time, part-time, temporary, limited duration and on-call positions.

  • Serving The Public, Even During Disasters: Everyday, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather, natural disaster, or other types of community emergency response. During these emergency responses, while typically there begins with a call for volunteers, county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities.
