About the role

The Administrative Officer provides administrative support to the Subsequent Injury Fund (SIF), which reviews and investigates workers' compensation claims involving pre-existing health conditions that substantially increase the disability of injured workers. This position is designated as the agency FPO, EEO and ADA Coordinator, and serves in multiple lead and coordinator roles.

Responsibilities

  • Serve as the Agency Benefits Coordinator, Leave Bank Coordinator, Timekeeping Lead, Workday Learning Coordinator, Recycling Coordinator, and Maryland InfoPortal Coordinator.
  • Act as the Agency HR Coordinator alongside the HR Director, assisting with personnel issues, PEP audits, and employee morale.
  • Oversee claims review, interpretation, and written summary of complex medical reports, and estimate fiscal liability.
  • Review independent medical examination (IME) reports for quality and fees, and authorize bill payments for SIF IME bills.
  • Consult with the Agency Director on claims-related budget items, recruitment of IME physicians, and contract surveillance investigations.
  • Address and investigate EEO complaints, prepare annual EEO reports, and assign ADA/EEO training as the ADA Coordinator and Fair Practices Officer.
  • Handle employee-requested reasonable accommodations and recognize potential needs for the Employee Assistance Program.
  • Assist in new Claim Department applicant interviews and selection.
  • Lead new case preparation, including injury type identification, prior claim research, and document creation.
  • Calculate and enter potential SIF fiscal liability in the TimeMatters electronic case control system.
  • Authorize scheduling of IMEs based on case profiles and coordinate logistics.
  • Review IME and surveillance reports for quality and authorize payments.
  • Research prior claim history to determine potential SIF fiscal liability credit amounts.
  • Investigate suspected incomplete or inaccurate impleading information.
  • Prepare and mail claim-related correspondence and present case summaries for lump sum payment requests.
  • Process Unassigned Hearing Notices and TimeMatters hearing assignments in the Legal Secretary's absence.
  • Review weekly TimeMatters case control lists to identify and prepare file closures.
  • Respond to telephone, mail, and email inquiries within 24 hours.
  • Review WCC eNotices and distribute to appropriate staff.
  • Prepare miscellaneous correspondence as assigned by the Agency Director.
  • Manage accurate recording and association of incoming medical and legal records.
  • Maintain secure storage of claims folders and ensure professional telephone etiquette.
  • Scan closed files to the electronic case control system.

Requirements

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Three years of administrative staff or professional work experience.

Notes:

  • Candidates may substitute 30 college credit hours for each year (up to two years) of the required experience.
  • Candidates may substitute a Bachelor’s degree for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work for the required experience on a year-for-year basis.

Qualifications

  • Experience working with an electronic workers' compensation/medical case control system and preparing medical report summaries.
  • Experience with online claim service systems, including document search and copying.
  • Experience with Workday or comparable Human Resources management systems.
  • Experience as a Human Resources Administrator/Assistant, including benefits, EEO, and disability reasonable accommodation processes.
  • Experience with mathematical calculations, including addition, subtraction, and percentages.
