WIOA Monitoring Manager
Full-time position located in Oklahoma City, OK. One vacancy available.
About the Role
This is a supervisory, exempt position responsible for overseeing WIOA monitoring and compliance activities. The role requires in-person attendance and involves direct supervision of staff, on-site programmatic and financial reviews, and coordination with federal and state organizations. Some overnight travel is required for monitoring reviews and meetings/conferences.
Responsibilities
- Plan, organize, and execute the annual monitoring schedule of sub-recipients and contracts.
- Provide supervision, direction, and evaluation to staff responsible for WIOA monitoring and oversight.
- Supervise on-site programmatic and financial reviews of all entities receiving grants through the Oklahoma Employment Security Commission.
- Evaluate and analyze current monitoring operations and data using performance metrics to identify inefficiencies and opportunities for improvement.
- Implement continuous improvement initiatives to enhance processing efficiency, accuracy, and compliance across multiple programs.
- Conduct compliance investigations/auditing of local area fiscal agents’ accounting records in accordance with 2 CFR Part 200 and Department of Labor regulations.
- Oversee audit resolution for local area fiscal agents.
- Manage resource planning for the department and work within budget constraints.
- Oversee all monitoring functions of WIOA and other state or federal grants to identify problems or deficiencies in grantee operations and financial management systems.
- Prepare official agency fiscal and programmatic monitoring reports and final determinations of compliance for four local workforce development boards.
- Coordinate with federal and state organizations and agency divisions to address potential non-compliance with applicable laws, rules, and regulations.
- Research and evaluate federal directives for managing and implementing Federal programs administered by the Oklahoma Employment Security Commission.
- Review proposed legislation pertaining to the workforce delivery system.
- Provide technical assistance to sub-recipients, boards, board staff, and contracted service providers on federal regulations and state statutes for WIOA programs.
- Collaborate with the policy unit and local areas on new or updated policies governing state implementation of federal grant-funded workforce programs.
- Plan and conduct meetings and trainings/workshops focused on monitoring responsibilities for staff and local areas.
Requirements
- Bachelor’s degree in accounting, auditing, business, public administration, program compliance, fiscal auditing, or a related field.
- Five years of professional experience in accounting, auditing, business, public administration, program compliance, fiscal auditing, or a related area.
- Two years of supervisory/management experience, including leading teams, managing performance, directing projects/programs, monitoring contracts, and reporting for compliance.
- Knowledge of methods of organization and management, public administration, grant management, accounting/auditing principles, and federal/state laws related to assigned programs.
- Proficiency in Microsoft Office (Word, Outlook, Excel, Access, Teams) and the ability to learn other software as needed.
- Ability to travel overnight to local areas and attend in-state/out-of-state meetings/conferences.
- Capability to lift, carry, and move objects up to 25 pounds.

Qualifications
Education and experience may be substituted as follows:
- One year of technical administrative or professional experience in business or public administration may substitute for each year of the required education (up to a maximum of four years).
- No substitution allowed for the required two years of supervisory/management experience.
Preference will be given to candidates with accounting or auditing experience.
Pay
Annual salary of $71,000.00; hourly rate of $34.13 ($34.134615).
Schedule
Monday through Friday, 8:00 AM – 5:00 PM. In-person training with some online components.
