About the Role

This position manages the development and implementation of wildlife management policies and programs in accordance with the Fort Bliss Integrated Natural Resources Management Plan (INRMP) and applicable regulations.

Responsibilities

• Perform surveys for the presence, abundance, trends, and interactions of local wildlife populations.
• Serve as wildlife expert to provide advice and technical assistance on habitat management matters to other Installation Divisions, contractors, and higher headquarters personnel.
• Develop contract scopes of work for baseline data acquisition, impact investigation, compliance documentation, mitigation, and repair.
• Evaluate real and potential effects of current and proposed activities on wildlife and their habitats to ensure compliance with regulations and minimize/eliminate adverse impacts on the environment.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Requires pre-employment Financial Disclosure Statement OGE Form 450 and annually thereafter in accordance with DoD Directive 5500-7-R.
• Must be able to obtain and maintain a Secret security clearance; a background investigation and credit check are required.
• Must possess or obtain and maintain a valid state Driver’s License in one of the 50 U.S. states or possessions to operate vehicles.
• Requires lifting up to 50 lbs. in the regular performance of duties.
• Requires completion of a pre-employment Physical Examination and an annual examination thereafter.

Basic Requirement for Wildlife Biologist:

Degree: Bachelor’s degree (or higher) in biological science that included:

• At least 9 semester hours in wildlife subjects such as mammalogy, ornithology, animal ecology, wildlife management, or research courses in wildlife biology; and
• At least 12 semester hours in zoology in subjects such as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses (excess wildlife-biology courses may substitute for zoology where appropriate); and
• At least 9 semester hours in botany or related plant sciences.

OR

Combination of Education and Experience: Equivalent to a major in biological science (i.e., at least 30 semester hours), with the same wildlife, zoology, and botany course requirements as above, plus appropriate experience or additional education.

Specialized Experience:

One year of specialized experience which includes:

• Conducting wildlife and environmental surveys to determine adverse impacts on the environment;
• Analyzing data to ensure compliance with the National Environmental Policy Act (NEPA); and
• Monitoring contractor activities for compliance with environmental laws and organizational procedures.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). No substitution of education for experience is permitted for this position.
