About the role

The Office of Human Resources (OHR) IT unit supports OHR's mission of collaborating with client departments to deliver quality customer service. This position will be a member of a small team that supports existing and evolving applications using HTML, ASP, XML, SQL, MS Access, Excel, and various Reporting tools.

Responsibilities

  • Participate as a team member to support and facilitate the use of applications in the department which includes understanding Human Resources operations
  • Work closely with the project team members to develop quality documentation and test plans
  • Develop or maintain efficient HR websites, queries, scripts, macros, views and other methods requests
  • Demonstrated ability to learn new software and/or technologies and determine appropriate uses based on user requirements
  • Develop and optimize complex HR reporting needs using Web based methodologies, existing EiS and/or OBIEE reporting tools, and/or MS/Oracle SQL reporting tools in multiple database environments
  • Work well with Office of Human Resources (OHR), Office of Innovation and Technology (OIT) resources and other departments on inter-departmental tasks and projects
  • Gather user requirements and develop applications, Web based, and otherwise
  • Help coordinate the implementation of short- and long-term projects, objectives, policies and procedures for the production and maintenance of all application development related issues
  • Follow SDLC methodology including requirements gathering, solution architecture, coding, and testing
  • Review code and high-level designs by other team members to ensure that strategic objectives and business needs are met
  • Proactively identify application inefficiencies and propose solutions
  • Create prototypes and functional specifications for application development projects
  • Work closely with the team members and QA analysts to develop quality assurance documentation and test plans
  • Work closely with production support and help desk staff to develop operating documentation
  • Make suggestions on creating technical standards for specific applications and the City as a whole

Qualifications

  • Completion of a Bachelor’s Degree program at an accredited college or university that includes major course work in computer sciences, management information systems or a related field
  • 2-3 years of experience with Human Resources Systems including configurations, customizations – Preferably with Web/SQL development and interfacing with HR systems
  • 2-3 years of programming experience with HTML, ASP JavaScript, XML, MS Access, SQL, PL/SQL or similar products
  • 2-3 years of experience with HR based reporting tools or Data Warehouse knowledge such as EiS, Report Writer, Cognos, OBIEE, similar transaction based / data warehousing and reporting tools
  • Working with a team in a knowledge sharing environment

Compensation

Salary Range: $80,000 - $87,000
Starting salary to be determined based on experience and qualifications.
