Water/Wastewater Utilities Engineer

About the Role

This is a full-time, responsible, and professional engineering role of a highly technical and supervisory nature. The position involves directing activities and coordinating the planning, design, analysis, permitting, construction, rehabilitation, and optimization of the City’s potable water, wastewater, reclaimed water, and related utility infrastructure.

Key responsibilities include performing engineering design and technical review of water, wastewater, or reclaimed water system improvements; preparing or reviewing utility infrastructure plans, specifications, hydraulic analyses, or regulatory submittals; and serving as engineer-in-charge while providing engineering support during construction for utility projects, including resolving technical issues in the field.

Work requires advanced application of engineering skills and knowledge to perform difficult projects, as well as lead supervisory responsibility over other technical and professional employees. The role involves exercising considerable judgment and initiative, evaluating cost effectiveness, safety, and practicality of construction methods, signing and sealing water/wastewater construction and DEP permit documents, and providing technical support for all activities.

Additional duties include preparation and review of project scopes and budgets, establishing project timelines, coordinating with consultants to ensure compliance with plans, and overseeing the construction process. The position requires productive interaction with City officials, other governmental agencies, contractors, and the public, as well as the ability to manage competing demands and challenging deadlines.

This position is designated as Emergency Critical (EC), and if hired, you must be immediately available to the department before, during, and after a declared emergency and/or disaster.

Requirements

• Valid Bachelor’s degree with major course work in engineering, construction management, architecture, landscape architecture, or a related technical field.
• Valid Driver License.
• Registered as a Professional Engineer (PE) by the State of Florida at time of appointment or able to obtain Florida registration within six months of appointment.
• Minimum of four (4) years of experience in engineering-level work supporting the planning, design, analysis, and permitting for utility infrastructure.
• Demonstrated ability to specify materials and prepare plans, specifications, and cost estimates.
• Knowledge of the principles, techniques, and practices of civil engineering construction and design.
• Proficiency in personal computer software, including Microsoft Word and Excel, for preparing reports, analyses, and studies; some GIS and CAD experience.
• Supervisory experience, including the ability to plan, schedule, assign, and review the work of assigned skilled professional and technical employees.
• Ability to perform engineering design and technical review of water, wastewater, or reclaimed water system improvements.
• Ability to prepare or review utility infrastructure plans, specifications, hydraulic analyses, or regulatory submittals.
• Ability to serve as engineer-in-charge and provide engineering support during construction, including resolving technical issues in the field.
• Strong oral and written communication skills.
