About the Role

The Plant Manager - Water Reclamation provides leadership and supervisory direction to ensure the City of Toledo's wastewater treatment plant, CSO facilities, and associated pump stations are operated and maintained correctly to protect water resources by preventing water pollution. This position ensures compliance with the Ohio EPA National Pollutant Discharge Elimination System Permit and Clean Water Act regulations, as well as all local, state, and federal rules and standards.

As the division head, this role is responsible for planning, directing, and controlling the administration, operation, engineering, and maintenance of the Water Reclamation Plant and its associated facilities to deliver efficient services to customers.

Responsibilities

  • Provide leadership and direct staff to ensure a high-quality customer service environment supporting the Department's strategic objectives.
  • Ensure the wastewater treatment plant, CSO facilities, and pump stations operate in compliance with Ohio EPA and Clean Water Act regulations.
  • Supervise and evaluate plant staff, including facilitating interviews, hiring, promotions, transfers, and addressing labor issues, grievances, and disciplinary actions.
  • Provide information and assistance to the Commissioner; assist in formulating policies, procedures, and programs, and ensure a safety program for all employees.
  • Direct, prepare, and maintain reports, records, and files related to personnel and activities; prepare written correspondence.
  • Assist in developing the annual budget, analyze financial data, control expenditures, and oversee contract management, including procurement activities.
  • Facilitate infrastructure asset management, improvements, and modifications to enhance operational efficiencies.
  • Communicate with colleagues, other City departments, unions, contractors, regulatory agencies, customers, the public, media, and outside organizations to coordinate activities and resolve issues.
  • Plan, develop, maintain, and administer resources to treat and discharge wastewater in compliance with regulatory requirements, including contingency plans for continuity of operations.
  • Perform other duties as required.

Requirements

  • Graduation from an accredited college or university with a Bachelor's Degree in Engineering, Environmental Science, Chemistry, Biology, Applied Science, Public or Business Administration, or a closely related field.
  • Five (5) years of responsible experience in the engineering, operation, or maintenance of a wastewater treatment plant with a design flow of 10 MGD or greater, including three (3) years in a supervisory capacity.
  • Valid driver’s license.
  • Valid Class II – Wastewater Treatment Professional Operator Certification as issued by the State of Ohio or equivalent certification from another state.

Preferred Qualifications

  • Certification by the State of Ohio as a Registered Professional Engineer.
  • Class III or IV Operator – Wastewater Treatment Professional Operator Certification as issued by the State of Ohio (desired within five years of appointment).

  • Technical subject matter related to wastewater treatment plant administration.
  • Federal, state, and local rules and regulations pertaining to the Clean Water Act.
  • Ohio EPA and U.S. EPA rules and regulations governing treatment processes.
  • Bargaining unit agreements governing division personnel.
  • Supervisory principles, asset management, and succession planning.
  • Budgeting principles, purchasing, and fiscal management.
  • Computerized Maintenance Management Systems (CMMS).
  • Research and analytical methods.
  • General safety practices in the industry.
  • Developing, implementing, and evaluating policies and procedures.
  • Verbal and written communication, including preparing complex technical and administrative reports.
  • Establishing and maintaining effective working relationships.
  • Planning, coordinating, and supervising the work of others.
  • Collecting and analyzing complex data.
  • Solving complex organizational problems.
  • Communicating with the public in a professional manner.

  • Frequent sitting, with occasional standing, walking, and driving to multiple locations using a company vehicle.
  • Occasional navigation of stairs and slippery or uneven surfaces around the plant.
  • Essential abilities include hearing, seeing with proper depth and color perception, and writing.

Work Environment

  • Frequent indoor work, with occasional outdoor work and travel to various worksites.
  • Occasional extended work hours.
  • Exposure to varying levels of background noise, from low office noise to higher industrial noise in the plant.
  • Occasional exposure to hazardous materials, such as chemicals used in the treatment process, and vibration from machinery; proper personal protective equipment must be used.

    • 401(k) Plan: Voluntary pre-tax savings plan. The City does not make contributions on the employee’s behalf. Contributions are tax-deferred until retirement.
    • Roth 401(k) Plan: Voluntary post-tax savings plan. Contributions are made after taxes, with annual limits set by the IRS.
