About the Role

The Water Quality Technician position within the Beaufort County Water Department involves planning, organizing, and leading a program of hydrant flushing to ensure water quality. The role also includes working with management on plans and staffing, leading a small crew working at varying hours including nights, and performing various maintenance and repair tasks.

Responsibilities

• Plans, organizes, and leads a program of hydrant flushing to ensure water quality.
• Works with management on plans and staffing; leads a small crew working at varying hours including nights to flush hydrants.
• Exercises gate valves, greases thread and replaces caps to maintain hydrants; conducts hydrant flow tests and maintains records.
• Takes and analyzes water samples for iron and chlorine residuals.
• Serves as ORC for the cross-connection control and backflow prevention program; meets with business owners to identify potential issues; maintains records and notifies customers when backflow devices are out of compliance and corrections needed; tests county backflow assemblies and repairs or replaces as needed.
• Participates with other staff in general maintenance and repair to water lines, meters, valves, and hydrants; may serve as lead worker; completes work orders.
• Operates vehicles and heavy equipment as needed in maintenance and repair work including excavator, backhoe, front end loader and other equipment and tools.
• Completes work orders including investigating leaks and connecting and disconnecting service; prepares and maintains a variety of records and compiles data and reports.
• Responds to citizens' questions or complaints.
• Performs other related work as required.

Qualifications

• Graduation from high school supplemented by technical training and experience in water distribution or treatment work.
• Possession of a valid North Carolina commercial driver’s license.
• Possession of level B Distribution Operator certification.
• Possession of Cross Connection Control and Backflow Prevention certifications.
• Must be able to physically perform the basic life operational functions of stooping, kneeling, crouching, reaching, standing, walking, pulling, lifting, and grasping.
• Must be able to perform heavy work exerting up to 100 pounds of force occasionally; up to 50 pounds of force frequently; and up to 20 pounds of force constantly to move objects.
• Must possess the visual acuity to read and record numbers, operate construction equipment, operate specialized technology, and visually inspect meter and dials.

Skills

• Considerable knowledge of the requirements of water quality including ability to test and determine corrective action such as flushing.
• Considerable knowledge of cross connection control and backflow prevention methods, strategies, and practices.
• Considerable knowledge of the tools, materials and equipment used in the installation, replacement, maintenance, and repair of utility lines.
• Considerable knowledge of the safe use and operation and preventive maintenance of construction equipment.
• Knowledge of the application of information technology to utility system maintenance and related records and reports.
• Knowledge of water service policies and procedures.
• Collaborative conflict resolution, teamwork, and customer service excellence.
• Operation of a light and medium size construction equipment.
• Leading, mentoring and training coworkers.
• Establishing and maintaining effective working relationships with supervisors, co-workers, and the public.
• Reading utility line maps, as-builts, and operation and service manuals, understanding and following oral and written instructions, and preparing records of work activities.
• Communicating effectively orally and in writing.
• Maintaining control when dealing with sensitive issues.
• Preparing and maintaining accurate records of work activities.

Benefits

Beaufort County offers an attractive compensation package including a starting salary range of $49,327 - $64,125 (Pay Grade 66).
