About the role

Under general supervision, performs supervisory and administrative work overseeing the technical installation, maintenance, and repair of the City’s water distribution infrastructure and related appurtenances, including raw water transmission and reclaimed water systems. Work involves considerable independence and discretion while planning, organizing, supervising, and reviewing the work of skilled and semi-skilled workers, including during emergency circumstances. Responsibilities include establishing and monitoring schedules, purchasing equipment and supplies, preparing activity reports, and coordinating in-house construction projects following City of Palm Bay specifications and standards. Reports to the Water Distribution Superintendent.

Responsibilities

  • Supervises, assigns, and directs activities of the City’s water distribution system operations.
  • Develops, establishes, and ensures adherence to policies, goals, procedures, and standards.
  • Leads staff by communicating Departmental goals, encouraging employee innovation, and implementing reciprocated practices.
  • Administers and makes recommendations for routine personnel matters, including recruiting, hiring, training, scheduling, performance evaluations, and discipline.
  • Establishes and monitors adherence to maintenance schedules for Department equipment; oversees performance of maintenance and repair work.
  • Researches equipment and supply prices; prepares purchase specifications and maintains adequate inventory for daily operations.
  • Prepares and maintains activity records and reports; submits reports to management and assists in budget proposal preparation.
  • Reviews trade journals and literature to maintain knowledge of trends and developments in water distribution.
  • Prepares drawings, specifications, and calculations for rehabilitation and replacement of water systems.
  • Determines equipment, labor, and material requirements for construction projects.
  • Utilizes computerized maintenance management systems (CMMS), GIS, and related programs to manage workflows and data collection.
  • Responds to public inquiries and explains City of Palm Bay Utility policies.
  • Consults with staff to resolve technical, operational, or personnel problems; troubleshoots complex issues and recommends solutions.
  • May be assigned to shift work, including weekends, holidays, and after-hours calls.
  • Performs other related work as required.

This position is designated as essential during emergency declarations and may require work during undeclared or declared emergencies.

Requirements

  • High school diploma or equivalent.
  • Minimum of five (5) years of experience in water distribution system operation and maintenance.
  • Associate degree in water technology or related field preferred.
  • Two (2) years of supervisory experience in a foreman or higher capacity for a water distribution system.
  • Valid Florida Driver’s License with an acceptable driving record.
  • Valid Florida Department of Environmental Protection (FDEP) Water Distribution System Operators Class I License (Class II License accepted for internal candidates with requirement to obtain Class I within twelve (12) months of hire).
  • Florida Class A Commercial Driver’s License preferred.
  • Out-of-state candidates may apply for reciprocity of the required license.

Physical Requirements

  • Ability to operate machinery and equipment, including computers, hand and power tools, and diagnostic equipment.
  • Ability to operate ¾-ton pickup trucks and exert up to 100 pounds of force occasionally, 50 pounds frequently, and 25 pounds constantly.
  • Ability to maintain body equilibrium when bending, stooping, crouching, climbing, reaching, or stretching.
  • Ability to maneuver over varying terrain and surfaces.
  • Physical demand requirements are classified as heavy work.

Skills

  • Thorough knowledge of water distribution system installation, repair, and maintenance, including mains, valves, meters, hydrants, and related appurtenances.
  • Knowledge of construction and field inspection methods and practices.
  • General knowledge of utilities maintenance equipment, supplies, and materials, including quality standards and price trends.
  • General knowledge of supervision, organization, and administration principles.
  • Skill in using and maintaining hand and power tools, with understanding of safety hazards and precautions.
  • Ability to perform minor equipment repairs and develop preventive maintenance schedules.
  • Ability to inspect work for adherence to plans, specifications, and work orders.
  • Ability to analyze and interpret policy and procedural guidelines, and resolve problems.
  • Proficiency in mathematical computations, including algebra and geometry.
  • Ability to prepare product specifications and exercise independent judgment in purchasing decisions.
  • Ability to prepare activity and technical reports.
  • Ability to supervise and direct a team of skilled and unskilled workers.
  • Strong interpersonal skills for effective communication with staff, customers, and the public.
  • Ability to perform manual labor for extended periods, potentially under stressful conditions.
  • Ability to establish and maintain effective working relationships.
