Key Responsibilities
- Lead independent oversight of the Waste Management Program and transportation activities to ensure compliance with DOE Orders, federal and state regulations, contractual requirements, and Laboratory policies.
- Evaluate regulations, waste acceptance criteria, procedures, and directives to establish oversight priorities while mentoring staff and strengthening program rigor.
- Collaborate with ESH, Radiological Operations, Facilities, the Transportation Safety Program, the Nuclear, Waste and Site Services (NWS) Division, and external stakeholders such as DOE-Argonne Site Office (DOE-ASO), IEPA/EPA, Nevada National Security Site (NNSS), Waste Isolation Pilot Plant Carlsbad Field Office (WIPP-CBFO), and commercial treatment, storage, and disposal facilities (TSDFs) to identify program improvements and ensure safe, compliant waste operations.
Functional Leadership
- Provide technical leadership, coaching, and mentoring for waste management and assessment staff within WSE.
- Set team priorities, review complex technical products, and ensure independence and consistency in oversight activities.
- Collaborate with operational management to maintain strong partnerships while preserving oversight independence.
Minimum Qualifications
- Bachelor’s degree in nuclear, chemical, or environmental engineering, health physics, or related technical field; advanced degree preferred.
- 12+ years of experience in waste management, nuclear facility operations, or regulatory/compliance roles involving hazardous or radioactive waste and transportation.
- Expert knowledge of waste management regulations and safety requirements, including 40 CFR (RCRA/TSCA), 49 CFR (hazmat transportation), 29 CFR (OSHA), and relevant state regulations.
- Familiarity with NQA-1 quality assurance programs, audits, surveillances, and corrective action management.
- Experience leading or providing functional direction in a matrixed environment.
- Experience with waste management or inventory systems is desirable.
Preferred Qualifications
- Experience in a DOE site waste management environment.
- Knowledge of DOE Orders related to waste management, safety, and quality.
- Professional certifications such as CHMM, CIH, CHP, CDGP, CSP, or PE.
- RCRA Large Quantity Generator and TSCA (PCB/ACM) compliance training.
