VR Service Provision Manager (Austin)
About the Role
The Texas Workforce Commission is seeking a dedicated leader to serve as a VR Service Provision Manager (Manager V) within the Vocational Rehabilitation Division (TWC-VR). Performing highly advanced (senior-level) managerial work, this role involves comprehensive oversight and administration of the daily operations and activities related to the provision of vocational rehabilitation (VR) services to individuals with disabilities.
Responsibilities
The Service Provision Manager ensures strict adherence to federal and state regulations and agency policies. Key responsibilities include managing the entire VR contract process from initiation to completion, ensuring compliance with provider standards, leading internal monitoring and evaluation activities, and directing the VR purchasing and procurement processes.
- Managing the comprehensive VR contract process, ensuring all contracted services adhere to the Standards for Providers (SFP) manual
- Directing centralized VR customer purchasing activities, ensuring Service Authorizations are properly utilized and best value purchasing criteria are met before expending funds
- Applying advanced critical thinking to evaluate, modernize, and streamline service provision systems
- Providing high-level coaching, support, and guidance to staff on complex cases, ethical dilemmas, and policy applications
- Contributing to establishing division goals, developing and monitoring guidelines for VR service provision, and evaluating the impact of proposed state and federal laws
Requirements
Required experience includes six years of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency, with at least two years in an administrative management or supervisory capacity.

- Relevant academic credits may be applied toward the experience qualifications for this position
- One year of full-time in-service TWC experience classified as a Manager IV with regular status will satisfy the minimum qualifications
Qualifications
Preferred qualifications include graduation from an accredited four-year college or university with major coursework in a relevant field, and minimum of 2 years of direct experience interpreting and applying Uniform Administrative Requirements, State laws, Cost Principles, and Audit Requirements for Federal Awards.
