About the role

The Arts Access Fund Oversight Committee is charged with reviewing the expenditures, progress, and outcomes of the Arts Access Fund and reporting their findings annually to City Council. The committee interacts with the Office of Arts & Culture, the City of Portland’s Revenue Division, the Portland area public school districts, and others as needed to fulfill its work. The oversight committee receives information and is a checkpoint for the implementation of the Arts Education and Access Fund Income Tax (“the Arts Education Tax”). The committee provides an Annual Report and other reports as may be deemed necessary to City Council.

Responsibilities

  • Review and analyze information related to the Arts Access Fund
  • Provide recommendations to Office of Arts & Culture and Revenue Division staff on the implementation of the Arts Access Fund
  • Provide an annual written report to City Council

Qualifications

  • Must live, play, worship, go to school, work or do business in the City of Portland
  • Must be a parent or caregiver of a K–12 student enrolled in Centennial, David Douglas, Parkrose, or Reynolds school district
  • Must be available to attend all meetings and participate in discussions

Time Commitment

  • Meetings take place 4–5 times per year on weekday evenings
  • Meetings are hybrid; members may attend in person at the Portland Building or via Zoom
  • Terms are four years, not to exceed eight consecutive years
  • Anticipated time commitment is two to three hours per month
  • Meeting materials are sent at least five days in advance
  • Interpreters are provided upon request at least one week in advance; translation of all written materials cannot be guaranteed
  • Members are expected to prepare for meetings on their own time

  • Dinner is provided at evening meetings
  • Public transportation or parking passes are available if needed

Volunteer Ethics

Members become “Public Officials” and must behave fairly and ethically while serving. Training on public official ethics will be provided upon acceptance. Members must disclose when they or a relative may financially benefit (or avoid fees) by their recommendations (“Conflict of Interest”); disclosure does not preclude service.
