We need to output HTML fragment with sections: headings

for sections like About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule. Only include sections that have real specific content. No job title heading. No Job ID. Remove boilerplate, navigation, legal, EEO, duplicated lines, application instructions. Must preserve all substantive info. We need to parse the posting. Key content: - Position description: The Committee’s purpose is to advise City staff, the directors of Prosper Portland and the Portland Housing Bureau, the Portland City Council, and the Prosper Portland Board of Commissioners on the implementation of the Cully TIF District Plan by providing essential guidance, public recommendations, and oversight of the City’s implementation of the TIF Plan. - Goals of the Cully TIF District: list bullet points. - It is important for people who are interested in serving on the Committee to understand and support these goals. - Priority Communities definition. - Role of the Cully Community Leadership Committee: description of co-creation. - Committee Activities Include: list bullet points. - Total number of advisory seats: 13 Number of seats available: 7 - To Qualify: All Committee members must either live, work, worship, have children enrolled in school, or have been displaced from within the Cully TIF District boundary. All committee members are expected to represent the interests of community members vulnerable to displacement within the Cully TIF District boundaries, both current and future generations, rather than their own personal or organizational interests. - What We Look For: description. - The attributes listed below are what will guide our selection process. It is helpful if you are specific in your answers. We do not expect you to be or have everything listed. Committee members should be trusted community members who are committed to engagement and communication within the neighborhood. Awareness of and/or willingness to learn how oppression, economic factors, and environmental factors (pollution, excessive heat or cold, etc.) contribute to displacement is important to the success of the anti-displacement goals of the Cully TIF District. Committee members should have a range of experience and knowledge to inform implementation of the TIF Plan, drawing from life experiences, community connections and leadership, education, and professional experience. Knowledge, and/or experience (lived or professional) in the following areas will be particularly helpful for the work of the committee: affordable housing; environmental sustainability; small business; workforce development; community engagement; real estate development; banking and/or access to capital; cultural institutions; community organizing and advocacy; or education and training. - Time Commitment: The Committee meets monthly at the munk-ye?lan sax?ali space at 4636 NE 42 nd Avenue. The committee may choose to meet less frequently, but will meet at least quarterly. Meetings are two hours long. Members are involved for a duration of renewable three-year terms, but may not serve more than eight consecutive years. Members are expected to prepare for meetings on their own time. Meeting materials for review may be sent with minimal time to review, possibly as few as forty-eight hours (or two days) in advance. We provide interpreters who will translate the conversation in your language during the meeting. Please ask for an interpreter at least a week in advance of the meeting so we have enough time to make arrangements. We try to translate the written materials you ask for, but we may not be able to provide translation on all meeting documents. We Remove Barriers Let us know if there are barriers to your participation. Dinner will be provided at evening meetings. Public transportation or parking passes will be available if you need those to fully participate. - Volunteer Ethics: People who join this committee will become what we call “Public Officials,” which means that while you serve you must behave fair and ethically. We will provide training on this once you are accepted. Part of following Public Officials Ethics laws means you must tell the group when you or a relative may financially benefit (or avoid fees) by your recommendations. This is called a “Conflict of Interest.” If you tell us about potential Conflicts of Interest that does not mean you cannot serve, in fact, many committees have potential members with Conflicts of Interest. We appreciate your ethical inclusion of possible Conflicts of Interest on the form included in the application. - Recruitment Process: Applications are due by 11:59pm on Monday, October 19, 2026. To talk with someone about this opportunity or to receive assistance completing the application, please contact Kathryn Hartinger (she/her) at Prosper Portland, hartingerk@ProsperPortland.us or Angela Nguyen-Ta at Prosper Portland, nguyena@ProsperPortland.us - Voluntary & Confidential Demographic Information: The City is committed to diversity, inclusion, and equity. Completing the demographic information on the application is voluntary, but we encourage you to provide that information. Your information will not be used during the recruitment nor the selection process. State and federal law prohibit use of this information to discriminate against you. Questions about this may be sent to AdvisoryBodies@Portlandoregon.gov - General Questions: For general questions about the City of Portland's Advisory Bodies program, the recruitment process, or other upcoming advisory body opportunities, please email AdvisoryBodies@Portlandoregon.gov - We Encourage You to Apply: This is a joint advisory body of both the Portland Housing Bureau and Prosper Portland . We welcome you to browse our websites to learn more about us. - Additional Information: If you are not selected to serve on the Cully Community Leadership Committee, your application will be kept on file for consideration as future vacancies may arise. We need to remove boilerplate: cookie/navigation/legal/EEO/equal-opportunity/scam-warning boilerplate, duplicated lines, and application instructions. The "APPLY HERE:" lines and contact info maybe considered application instructions? The instruction says: remove application instructions. The contact info is part of application instructions. Should we remove? Likely yes: remove contact info and application due date? The due date is also application instruction. Probably remove. However we need to preserve substantive information: the role, responsibilities, qualifications, etc. The due date and contact are not substantive about the position; they are application instructions. So we can drop them. Also remove duplicated lines: there are two "APPLY HERE:" lines. Also remove "Voluntary & Confidential Demographic Information" maybe considered EEO? It's about diversity but not EEO boilerplate? It's about voluntary demographic info. Might be considered EEO? The instruction says remove EEO/equal-opportunity/scam-warning boilerplate. This is about voluntary demographic info, which is EEO-related. Likely remove that section. Also remove "General Questions" maybe also EEO? It's about general questions about Advisory Bodies program. Might be considered boilerplate? Not sure. It's not EEO but it's about program. Might be considered navigation? Probably keep? The instruction: remove cookie/navigation/legal/EEO/equal-opportunity/scam-warning boilerplate, duplicated lines, and application instructions. General Questions is not exactly those. Might be okay to keep but it's more about where to ask questions. Could be considered application instruction? It's a contact for general questions. Might be considered application instruction. Safer to remove. Also "We Encourage You to Apply" maybe promotional but not boilerplate. Could keep as a short paragraph. "Additional Information" about keeping application on file: maybe keep. We need to decide sections: About the role (purpose), Responsibilities (Committee Activities), Requirements (Qualifications: live/work/worship etc), Qualifications (maybe same as Requirements?), Skills (knowledge/experience areas), Benefits (Dinner provided, transportation passes, interpreters, barrier removal), Pay (none mentioned, so omit), Schedule (Time Commitment). Also maybe "About the Committee" but we follow headings list. We must not create sections with filler like "not specified". So only include sections where we have real content. Let's extract content for each: About the role: The Committee’s purpose is to advise City staff, the directors of Prosper Portland and the Portland Housing Bureau, the Portland City Council, and the Prosper Portland Board of Commissioners on the implementation of the Cully TIF District Plan by providing essential guidance, public recommendations, and oversight of the City’s implementation of the TIF Plan. Also maybe include goals? Could be part of About the role. Responsibilities: Committee Activities Include list: Collaboration with City staff to create recommended Cully Five-Year Action Plans; Collaboration on existing and potential new program offerings; review and provide guidance on larger funding opportunities; Provide oversight of the Cully TIF District Plan by advising, providing essential guidance, and making public recommendations regarding implementation; Presenting an annual report to City Council regarding implementation. Also maybe "Role of the Cully Community Leadership Committee" description of co-creation could be responsibilities. Requirements: To Qualify: All Committee members must either live, work, worship, have children enrolled in school, or have been displaced from within the Cully TIF District boundary. All committee members are expected to represent the interests of community members vulnerable to displacement within the Cully TIF District boundaries, both current and future generations, rather than their own personal or organizational interests. Qualifications: maybe same as Requirements? Could combine. But we need separate headings only if distinct content. Could have Requirements (eligibility) and Qualifications (desired attributes). Let's separate. Qualifications: The attributes listed: trusted community members committed to engagement and communication; awareness/willingness to learn about oppression, economic, environmental factors contributing to displacement; range of experience and knowledge from life experiences, community connections, leadership, education, professional experience; knowledge/experience in specific areas list. Skills: maybe the list of knowledge/experience areas could be Skills. But we already used that list in Qualifications. Could treat Qualifications as the attributes and Skills as the specific areas. Let's do: Qualifications: trusted community members committed to engagement and communication; awareness/willingness to learn about oppression, economic, environmental factors; range of experience and knowledge. Skills: Knowledge and/or experience (lived or professional) in: affordable housing; environmental sustainability; small business; workforce development; community engagement; real estate development; banking and/or access to capital; cultural institutions; community organizing and advocacy; education and training. Benefits: Dinner provided at evening meetings; Public transportation or parking passes available; Interpreters provided (with request); Barrier removal assistance (let us know barriers); maybe also mention that we try to translate written materials. Schedule: Time Commitment details: meets monthly at location; may meet less frequently but at least quarterly; meetings two hours; renewable three-year terms, max eight consecutive years; expected to prepare own time; materials may be sent with as little as 48 hours notice. Pay: none mentioned, so omit. Now we need to output HTML fragment with

headings and
  • for lists,

for prose. We must not repeat job title as heading. No job title present. We must not include Job ID/requisition numbers. We must preserve all substantive information; we have removed application instructions, contact info, due date, EEO boilerplate, voluntary demographic, general questions, maybe also "We Encourage You to Apply" and "Additional Information". Are those substantive? They encourage applying and note about keeping application on file. Might be considered motivational but not essential. Could keep as a short paragraph under maybe "About the role" or separate? The instruction says remove boilerplate, navigation, legal, EEO, scam-warning, duplicated lines, and application instructions. "We Encourage You to Apply" is not exactly those but could be considered promotional. Might be okay to keep but it's not essential. I'd keep it as a short paragraph maybe under a heading like "About the role" or separate "Additional Information". However "Additional Information" about keeping application on file is also maybe not essential but could be considered substantive? It's about what happens if not selected. Might be considered part of process. I'd keep it as a paragraph under maybe "About the role" or separate "Additional Information". But we have no heading for Additional Information in allowed list; we could use

for Additional Information? Not in list but we could still use

    for any section heading?
