This position is with HCR's Housing Trust Fund Corporation (HTFC) and is not a civil service position. Candidates must meet the minimum qualifications outlined below to be considered.

About the role

Under the direction of the President of the Office of Community Renewal, the Vice President will play a key role in the oversight and administration of various grant programs deployed throughout New York State. This role will provide high-level direction, guidance, and hands-on support for OCR’s state-funded program areas, including direct research and procedural realignment to promote consistency and achieve operational efficiencies.

Responsibilities

  • Participate in program development, improvement, and implementation.
  • Provide direct support, guidance, and feedback to grant program directors.
  • Lead program activities as needed and take on long-term projects to deliver operational improvements, both administrative and technical.
  • Collaborate with government, private, and non-profit partners to deliver program improvements.
  • Work across agency departments to formulate new policies and procedures for long-term, manageable program outcomes.
  • Provide and direct technical assistance to eligible program applicants and awardees to ensure comprehension of program regulations, requirements, and processes.
  • Participate in the development of procurement and grant-making opportunities, review and scoring of applications, award notification/declination, and other grant administration activities.
  • Professional and technical writing for policy memos and procedural documentation, including memos, correspondence, reports, manuals, presentations, and other documents.
  • Carry out routine office activities, attend and conduct presentations, and assist with preparation for meetings, conferences, webinars, and workshops.
  • Supervise staff members as needed.
  • Occasional travel is required; amount varies throughout the year.

Requirements

  • Bachelor’s Degree and a minimum of 8 years of relevant experience.
  • Substitutions:
    • Four years of specialized experience or an associate’s degree and two years of specialized experience may substitute for a bachelor’s degree.
    • J.D. or master’s degree may substitute for one year of specialized experience.
    • Ph.D. may substitute for two years of specialized experience.
  • Advanced skills with Excel and Word.
  • Ability to adapt quickly to solve problems and overcome roadblocks.
  • Demonstrated interest in the relationship between housing development and community revitalization.
  • Understanding of how to work effectively in and with diverse communities.
  • Demonstrated experience working independently and exercising good judgment without constant supervision.
  • Ability to communicate effectively both orally and in writing with attention to detail and professionalism.
  • Well-organized and self-motivated with the ability to work under pressure, prioritize, and manage multiple tasks and projects.
