About the Role
As the Vice President of East Region Development, you will lead a team driving the creation of Scout's East Region U.S.-based renewable energy projects through mid- to late development phases. You will be responsible for your team's delivery of profitable projects that meet all project milestones.
Responsibilities
- Team Leadership and Culture
- Cultivate and retain a productive, high-functioning team of developers with diverse skillsets while providing leadership and mentorship.
- Champion a culture of execution, ownership, and accountability to deliver on Scout's business plan.
- Model and reinforce company values through day-to-day decision-making, fostering open communication and respect.
- Approve and secure resources for training and professional development for team members.
- Address issues and concerns raised by junior staff and empower them using your expertise and network.
- Identify and escalate regional or project-level issues affecting the broader business.
- Develop and implement cross-functional processes to optimize resources at each stage of development.
- Build trust, transparency, and interdepartmental cooperation as core drivers of company growth.
- Create standard guidance for project hand-offs between development phases (e.g., Development, Construction, M&A).
- Foster a team culture that leverages technology for project management, inter-departmental cooperation, and streamlined reporting.
- Advancing Scout
- Establish Scout as a preferred partner in the region, addressing challenges to success at both project and regional levels.
- Communicate effectively with senior management, Brookfield stakeholders, and cross-functional teams.
- Translate team goals into a strategic plan aligned with broader corporate strategy.
- Meet internal administrative requirements for individual, team, and company-wide improvement.
- Secure approvals for project development strategies and tactics, including stakeholder alignment.
- Act as the final department-level reviewer for key project decisions and prepare decision-ready materials for executives.
- Encourage inter-departmental cooperation for process improvement, decision authority clarification, and feedback loops.
- Participate in senior leadership activities, including leadership development and work groups.
- Portfolio Management
- Secure approval for department portfolio- and project-level budgets, focusing on profitability and alignment with development timelines.
- Approve and present reporting on project and portfolio timelines, budgets, and documentation.
- Oversee risk management frameworks to identify, assess, and mitigate risks.
- Contract Management
- Resolve complex contractor relationship issues and direct overall contractor strategy.
- Develop and adhere to portfolio-wide standards for contractor engagement.
- Design strategic solutions for complicated contract terms and conditions.
- Ensure consistent contract review and administration across the portfolio.
- Approve contracts and expenditures within your Delegation of Authority limits.
- Ensure proper approvals for expenditures and vendor authorizations in line with company Procurement processes.
- Secure Risk Committee or Board approvals for contracts exceeding your authority limits.
- Finance and Commercial Matters
- Oversee the development of tools to assess project financial feasibility at regular intervals.
- Build strong relationships and processes with Finance & Accounting teams for collaboration.
- Identify flaws in financial model inputs and develop innovative approaches to complex commercial matters.
- Create new business models/strategies to advance projects and Scout’s goals.
- Collaborate with the M&A team to refine due diligence processes and tools.
- Provide input on strategic M&A opportunities and complex due diligence matters.
- Collaborate with Internal SMEs
- Establish strong relationships with peers across Scout and develop systems for cross-functional success.
- Partner with fellow VPs to share lessons learned, surface risks, and align on best practices.
- Work with the Real Estate team to advance real estate strategy and address stakeholder relations issues.
- Participate in strategic planning, troubleshooting, and conflict resolution with landowners and community leaders.
- Collaborate with Resource Assessment and GIS teams to maximize mapping tools and resources.
- Establish frameworks for working with Procurement, Construction, and Operations teams.
- Permitting, Tax, and Studies
- Secure resources to develop tools for institutionalizing knowledge of permitting and tax requirements.
- Ensure favorable resolution of complex permitting and tax abatement issues.
- Collaborate across teams to integrate best practices for permitting and tax abatement.
- Oversee team work with internal and external consultants to improve studies and implement industry best practices.
- Engineering Design, Construction, Interconnection, SMEs
- Maintain a framework for working with the Interconnection team to streamline access to interconnection-related information.
- Develop and adhere to processes for securing reviews and approvals of site and system design at critical development points.
Requirements
- A Bachelor's degree from an accredited college program.
- 10+ years of wind development experience.
- Considerable experience leading mid- to late-stage development projects, including expertise in real estate, interconnection, permitting, and environmental matters.
- Leadership of growing teams, demonstrating team member development and achievement of financial and operational goals.
- Experience navigating tax equity, construction lender, and due diligence processes.
- Ability to drive decisions through executive and investor approval processes to achieve business plan objectives.
- Strong understanding of project schedules to prioritize resource allocation and mitigate risks.
- Mastery of developing at least one utility-scale renewable energy technology (e.g., wind, solar, storage) and interest in expanding to others.
- Solid knowledge of key value drivers for renewable power projects and ability to convert that into portfolio-level strategies.
- Demonstrated ability to work in a flat organization, leveraging expertise across reporting lines.
- Strong communication, project management, and team-building skills.
- Proficiency with Microsoft Office and project management software.
- Tech-savvy with the ability to integrate technology into core business processes.
- Willingness and availability to travel as needed.

Schedule
This position will begin by November 1, 2026. We have a strong preference for a candidate located in Boulder or willing to relocate to commute to our Boulder office on a hybrid schedule (at least 4 days in office per week when not traveling). Remote arrangements may be considered for the right candidate, with a minimum requirement of being in Boulder two weeks per month.
