JOB DUTIES AND RESPONSIBILITIES
- Leadership & Strategic Oversight (25%)
- Provide executive oversight of Council functions and operations
- Lead strategic planning and long-term system initiatives
- Manage financial planning and resource allocation
- Ensure alignment with legislative mandates and statewide education and workforce policies
- Serve on the Chancellor's cabinet
- Champion relationship building within and beyond the organization to enhance alignment and system impact
- Provide strategic guidance and support to member institutions and Boards of Governors
- Guide planning, policy interpretation, and implementation
- Foster system-wide collaboration and alignment among colleges
- Support student recruitment, retention, and completion strategies
- Collaborate on system-wide initiatives including grants administration, common course numbering, and fee normalization
- Workforce
- Directly supervise workforce development programs, Perkins initiatives, grants management, and special projects
- Oversee statewide and regional initiatives supporting community and technical education
- Evaluate program effectiveness and promote best practices in postsecondary career and technical education
- Make recommendations on RFPs and oversee funding distribution to institutions
- Identify funding opportunities aligned with system goals
- Manage internal grant programs and ensure compliance
- Cultivate collaborative relationships that support and enhance program delivery
- Serve as the primary liaison to government agencies, employers, community organizations, and education partners
- Build and sustain partnerships that strengthen workforce pipelines and support economic development
- Represent the system in cross-sector initiatives and collaborative efforts
- Advance the visibility and impact of the CTCS in workforce and economic development
- Advocate for policies and initiatives that enhance workforce readiness
- Proactively build and sustain influential relationships across all external engagements
Minimum Qualifications
- MINIMUM EDUCATION AND EXPERIENCE:
- Master’s degree required; Doctorate preferred.
- Demonstrated experience in leadership roles within education, government, or workforce development environments.
- PREFERRED QUALIFICATIONS:
- Proven experience collaborating with business, industry, legislative bodies, and government agencies.
- Experience in career and technical education (CTE) programming, particularly within postsecondary institutions.
- Strong understanding of public community and technical college systems and their operations.
- Experience managing grants, funding programs, and workforce initiatives.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
- Strong understanding of workforce development, higher education systems, and public policy.
- Demonstrated strategic leadership and organizational management skills.
- Ability to build partnerships and influence diverse stakeholders.
- Excellent communication, analytical, and decision-making abilities.
- Proven ability to manage complex programs, budgets, and initiatives.
