Responsibilities

  • Initiates contacts and receives incoming calls and communication with fiduciaries and beneficiaries to explain the full range of VA benefits, related programs, entitlements, and federal, state, and local assistance programs.
  • Advises fiduciaries, trust officers, banking officials, attorneys, and court officials on regulations, necessary documentation, and other factors impacting VA fiduciary oversight of beneficiaries.
  • Reviews records to ensure all beneficiaries and dependents are accounted for in award actions (e.g., dependent parents, children living with other relatives).
  • Identifies and audits records for possible fraud, embezzlements, misappropriations, or misuse by fiduciaries.
  • Conducts in-depth analysis, quasi-legal examinations, investigations, and financial assessments of inquiries pertaining to allegations of misuse.
  • Protects VA beneficiaries and their estates by initiating actions to generate payment suspensions, resumptions, or terminations for appropriate situations (e.g., successor fiduciary appointment, failure to account, unauthorized expenditures, death, alleged misuse, or unknown whereabouts).
  • Initiates appropriate actions (misuse allegations, field examinations, misuse investigations) and forwards misuse determinations for management concurrence.
  • Audits and reviews fiduciaries’ annual accounting or fund usage, including receipts and documentation, and works with fiduciaries to correct or clarify questionable expenditures per regulatory guidance.
  • Reviews surety bonds to determine adequacy and informs fiduciaries of deficiencies or excesses to adjust bonds accordingly.
  • Works with the Support Services Division to track, initiate, and manage debt establishments, collections, and re-issuance of funds.
  • Refers information regarding misuse of funds to appropriate agencies, including courts of jurisdiction, the Office of Inspector General (OIG), and/or District Counsel.
  • Maintains system databases and records, including establishing and updating beneficiary and fiduciary profiles, changes of fiduciaries, and updates to name, address, or direct deposit information.
  • Assists in the development of trainees by mentoring in workload management, analysis of virtual records, use of reference materials, and computer applications, and recommends training needs to supervisors.

Requirements

To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 08/25/2026.

Time-in-Grade Requirement

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must meet time-in-grade requirements:

  • For a GS-07 position, you must have served 52 weeks at the GS-05 level.
  • For a GS-09 position, you must have served 52 weeks at the GS-07 level.
  • For a GS-10 position, you must have served 52 weeks at the GS-09 level.

If you are a current VBA employee outside the commuting area seeking reassignment or change to a lower grade, you must currently hold the GS-07 (or higher) and the promotion potential of your current position must be at least GS-10.

Minimum Qualifications

GS-07 Grade Level

Specialized Experience: One year of specialized experience equivalent to at least the GS-05 level, including:

  • Interpretation or application of laws, regulations, or procedures to analyze evidence and make determinations on benefits or services.
  • Experience working with computer software applications such as Microsoft Excel, Outlook, and Word.

Education Substitution: One full year of graduate-level education or a Bachelor’s degree with superior academic achievement (e.g., graduating in the upper 1/3 of the class, membership in a national honor society, or a GPA of 2.95 or higher). A combination of specialized experience and graduate education may also qualify.

GS-09 Grade Level

Specialized Experience: One year of specialized experience equivalent to at least the GS-07 level, including:

  • Applying and interpreting policies, procedures, and law to ensure compliance with benefit or entitlement program parameters.
  • Processing claims for disability, worker compensation, and/or retirement programs.

Education Substitution: A Master’s or equivalent graduate degree, two full years of progressively higher-level graduate education, or an LL.B. or J.D. in related fields. A combination of specialized experience and graduate education may also qualify.

GS-10 Grade Level

Specialized Experience: One year of specialized experience equivalent to at least the GS-09 level, including:

  • Reviewing financial, benefit, or legal documents to identify misrepresentation, fraud, or illegal activity.
  • Reviewing claims or cases to ensure all laws have been addressed in the adjudication process.

Education Substitution: Two and a half years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in Business, Management, Economics, Finance, or a related field. A combination of specialized experience and graduate education may also qualify.

Additional Information

  • Volunteer experience (paid or unpaid) may be credited toward qualifications.
  • Part-time experience will be credited on a pro-rated basis.
  • Physical Requirements: The work is sedentary in an office setting.

Conditions of Employment

  • Must be a U.S. Citizen.
  • Selective Service Registration is required for males born after 12/31/1959.
  • Must serve a 1-year probationary period or 2-year trial period.
  • Subject to background/security investigation.

Schedule

  • Work Schedule: Full-time, Monday–Friday, 8:00 AM–4:30 PM.
  • Compressed/Flexible: Available.
  • Telework: Eligible for situational (ad hoc) telework only; must report to the official duty station each scheduled workday. Routine or recurring telework is not authorized.
  • Virtual: This is not a virtual position.

Promotion Potential

The selectee may be promoted to the full performance level (GS-10) without further competition when all regulatory, qualification, and performance requirements are met. The grade progression for this position is GS-7, GS-9, GS-10.
