About the Organization

The Harris County Flood Control District reduces flood risk in Harris County, the third most populated county in the United States with over 4.7 million residents, including the City of Houston. The District oversees primary stormwater facilities, including approximately 1,500 channels totaling nearly 2,500 miles, over 60 regional stormwater detention basins covering more than 10,000 acres, and several wetlands mitigation banks such as Greens Bayou.

About the Role

The Vegetation Management Inspector II is responsible for inspecting and providing quality control of the District’s drainage and channel maintenance projects. This role involves close collaboration with outside contractors to assess and maintain streams, bayous, and related infrastructure.

Responsibilities

• Field Operations & Inspections
  • Inspect the District’s infrastructure, such as channels, detention basins, and buy-out lots, for needed maintenance.
  • Measure, calculate, and verify contract quantities completed by contractors for payment.
  • Maintain daily records of work performed by contractors.
• Project & Contract Management
  • Complete project work orders and schedule contract work.
  • Prepare daily status reports, project reports, and contractor work schedules for multiple contracts across various disciplines with a high degree of independence.
  • Schedule and conduct meetings with contractor representatives.
• Financial & Administrative Tasks
  • Prepare invoice estimates for monthly contractor payments.
  • Prepare correspondence, complete forms, and maintain records and files.
• Additional Responsibilities
  • Mentor entry-level inspectors on job duties and responsibilities.
  • Present and discuss topics relating to inspection duties during weekly meetings.
  • Assume additional responsibilities as required, adapting to the District's evolving demands.

Requirements

• Education and Experience
  • High school diploma or G.E.D. equivalent.
  • Five years of verifiable experience in vegetation management, construction inspection, and/or landscape installation, or five years of experience in project management, business, or a similar field.
• Licensure
  • Valid Class "C" Texas Driver’s License.
• Knowledge, Skills, and Abilities
  • Good knowledge of Microsoft Office applications.
  • Strong verbal and written communication skills.
  • Good organizational skills.
  • Ability to prioritize and manage multiple projects and/or assignments.
  • Self-motivated and able to work independently.
  • Ability to work in an outdoor setting.

Preferences

• Bachelor’s degree in natural resources fields such as Agronomy, Forestry, or Horticulture.
• ISA – Certified Arborist, Certified Professional Turf Manager (CPTM), or Texas Department of Agriculture – Pesticide Applicator’s License.

Physical Demands and Environmental Exposure

• Frequent stooping, bending, reaching, lifting, and carrying items up to 11 pounds; occasional lifting up to 20 pounds.
• Frequent sorting, filing, shelving, and handling of documents and related materials.
• Frequent driving of a vehicle with automatic controls.
• Occasional ascending/descending stairs and walking on steep slopes, rough or uneven surfaces, or construction sites.
• Prolonged sitting for extended periods.
• Approximately 90% of duties performed outdoors with exposure to heat, cold, moisture, air pollution, wind, dust, vegetation retardants, herbicides, fertilizers, petroleum products, wildlife, insects, aquatic bacteria, viruses, and noise in excess of 85 decibels.
• Approximately 10% of duties performed indoors in a standard office environment.
