Utility Worker II

About the Role

Utility Worker II positions lead and participate in the work of a crew to perform semi-skilled construction and maintenance work; assist skilled trades workers and repair technicians in the replacement, installation, maintenance, and repair of various airports, sewer, street, public works facilities, and parks by performing the less skilled tasks in carpentry, plumbing, electrical, roofing, painting, welding, plastering, cement finishing, and masonry. Additional duties include driving trucks, forklifts, and other maintenance vehicles.

Employees in job classifications represented by AFSCME Local 127 are scheduled to receive the following general wage increases:

• 3.5% effective 7/1/27
• 2% effective 7/1/28
• 2% effective 1/1/29

Eligible benefitted employees originally hired on or after July 10, 2021, will be automatically enrolled in the San Diego City Employees Retirement System (SDCERS).

Working Conditions

• Heights up to 20 feet; depths (subterranean) to 60 feet; confined spaces (30-36 inches).
• Exposure to paint, oil, and sewer fumes; outdoor exposure to the elements and inclement weather.
• Lift and carry items weighing up to 90 pounds.
• Work nights, stand-by, overtime, weekends, and holidays.
• Drive vehicles equipped to tow light-duty trailers or with standard 4-speed transmissions.
• Operate a radio or other communication devices depending on job location.
• Enter and record work activities via a computer tablet.

Some positions may require:

• Certification in asbestos containment, abatement, and sampling, meeting all criteria in Section 5208 of Title 8 of the California Administration Code, at the time of hire.
• Passing a medical physical, respiratory fit test, and obtaining Confined Space Certification within six months from the date of hire (certification must be maintained to retain employment).
• Compliance with California State Law requiring drug and alcohol testing for employees operating commercial vehicles. A background check will be completed in the Federal Motor Carrier Safety Administration’s Drug and Alcohol Clearinghouse and with employers regarding drug and alcohol testing results prior to hire.

Requirements

You must meet one of the following experience options:

• One year of full-time experience as a Utility Worker I or Laborer with the City of San Diego.
• One year of full-time paid experience in the construction, maintenance, or repair of facilities such as walkways, roadways, wood or concrete structures, or sewer and/or water systems.

Note: Manual labor experience only (e.g., maintaining grounds, cleaning buildings, or motive servicing cars, trucks, or heavy equipment) is not qualifying. City of San Diego employees using Out-of-Class Assignment (OCA) experience must submit written documentation signed by their appointing authority or payroll specialist, detailing the work performed, dates, and total qualifying OCA hours. OCA experience without the required documentation will not be considered.

Licenses

• A valid California Class C Driver License is required at the time of hire.
• Note: Some positions may require a valid California Class B Driver License and a valid California Department of Motor Vehicles (DMV) medical certificate dated within the last two years at the time of hire.
