Responsibilities

  • Inspect all aspects of Utilities facilities construction projects including but not limited to: water, wastewater, lift stations, wastewater treatment plants, water treatment plants, and raw water pump stations.
  • Enforce Construction Plans, contracts and specifications, and inform contractor of deviations and/or errors.
  • Perform constructability reviews to ensure the clarity of the plans and specifications and to make sure that the construction of the facility is practical.
  • Review engineering drawings, schedules, material submittals, technical specifications, contract documents and cost estimates.
  • Measure and calculate quantities of work for payment.
  • Verify pay requests, maintains constructions records including a daily diary and as-built record drawings (field plan red lines) for each assigned project.
  • Cookordinate the work of contractors with regard to specific city owned projects; investigate encroachments on city right-of-way; inspect street cuts for water and sewer services, inspect street cuts from franchise utility companies or their contractors; inspect material received by contractors at project site to determine whether or not it meets the required specifications.
  • Coordinate the testing of materials, pipe line pressure and disinfection.
  • Interpret, explain and enforce construction standards, specifications and procedures of work.
  • Respond to questions from the general public and other departments, regarding construction projects; maintain accurate files and records.
  • Investigate and respond to property owners and stakeholders concerns and communicate with courtesy.
  • Investigate complaints concerning defective construction and installations; explain and interpret requirements and restrictions.
  • Examine plans, blueprints and other specifications for construction projects; photograph and film/record construction areas during and following construction; maintain contract drawings to ensure that they are updated regularly to include contractor's changes, field change orders and plan changes.
  • Assist engineers and other city staff on city projects to gather accurate field data; maintain daily records of quantities installed in project diary; review contractor pay requests and recommend approval to Utilities Director.
  • Document contractor’s manpower, equipment and production in project diary.
  • Ensure adherence to safe work practices and procedures.
  • Respond to public inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner.
  • Maintain orderly record of project data including project diary, field changes, test results and change orders for review by supervisor.
  • Perform other duties as assigned.

Requirements

  • Education, Training and Experience: HS diploma or GED; college degree or technical training in construction management, engineering, or related field preferred.
  • Three (3) years of increasingly responsible construction inspection experience.
  • Licenses And Certificates: A valid Texas Class "C" Driver's License is required at the time of appointment and must be maintained throughout employment. Possession of a valid Class “C” Water or Wastewater License issued by the Texas Commission on Environmental Quality (TCEQ).

Specific vision abilities required for this job include close vision and the ability to adjust focus.   • Work Environment: Travel from site to site; exposure to inclement weather conditions; work at heights on scaffolding and ladders; some inspections of confined space. Certain positions within the classification may require availability to work flexible schedule.
