Utility Asset Manager (Program Manager)

NATURE AND VARIETY OF WORK

The occupational field of program management involves directing or carrying out assignments related to the Asset Management Program with the Department of Public Works Bureau of Utility Operations; including oversight, implementation, management and administration of the Utility Operation Asset program.

This position will be responsible for collaboration with the Asset Management Consultant team to set up governing documents, workflow and policies, involve in all phases of implementation, ongoing administration, and inventory and assess the condition of physical assets, integrating and ensuring accessibility of the collected data, and analyzing this data to enhance operational costs and efficiencies.

This position is dedicated to implementing and advancing the utility's Infrastructure Asset Management Programs. The role involves a comprehensive range of activities to ensure effective management and optimization of physical assets.

This role will oversee all preventive and corrective maintenance, inventory control particularly within VueWorks (CMMS), supervise the CMMS and Vibration teams and work closely with the maintenance technicians and ensure effective operation of all water and wastewater plant equipment and infrastructure.

• Develops Key Performance Indicators to determine program effectiveness.
• Develops policies and procedures related to the Asset Management Program.
• Demonstrated experience with CMMS, including inventory, work order, and asset management.
• Ability to diagnose equipment malfunction and perform root cause analysis with recommended effective solution based on reliability maintenance concepts and principles.
• Knowledge of planning, scheduling, inventory control, SOP development, and budgeting.
• Mastery of problem-solving frameworks such as the 5 Whys, Fishbone (Ishikawa) Diagrams, Fault Tree Analysis (FTA), and Failure Mode and Effects Analysis (FMEA), participating in or leading failure investigations on rotating equipment, structural components, or fluid systems.
• Experience in wastewater facility maintenance and familiarity with NPDES and air permit requirements.
• Knowledge of preventive maintenance best practices, mechanical systems, and electrical equipment.
• Ability to perform site walks, inspections, and field planning in confined spaces, heights, and environments containing fumes, gases, and chemicals.
• Ability to review technical drawings, blueprints, P&IDs, one-line diagrams, schematics, and specifications for planning and troubleshooting.
• Effective communication, technical problem-solving, and organizational skills.
• Exercises direction over lower-level professionals and other employees by assigning work, furnishing advice and instructions, and reviewing completed assignments.
• Develops and administers contracts, which may include preparing requests for proposals (RFP's), advertising, reviewing bids and proposals, contract preparation and processing, contract fiscal monitoring, administration of funds, and oversight of contractor performance.
• Maintains liaison with contractors, funding sources (e.g., State or Federal), and other government agencies to plan and design projects; reviews plans or changes and amendments to plans, and develops and implements systems for fiscal management of funds.
• Analyzes, adapts, and/or implements departmental or agency operating and administrative practices and procedures related to records management, forms used, reports generated, and various other phases of program organization and administration.
• Facilitates or expedites recommendations and innovative strategies to address and correct BUO asset-related problems and issues by providing background information and data to appropriate groups.
• Develops, implements, and manages all aspects of the BUO Asset Management program. This includes ensuring that all asset hierarchy, asset data, conditions, PM and CM programs, inventory, and critical spare parts are correctly set up in the CMMS system.
• Responsible for asset management of BUO assets.
• Determine best practices for equipment type and replacement schedules.
• Evaluates new equipment proposed by CIP project, vendors, and manufacturers related to the water and wastewater treatment, collection, and distribution systems, and tests integrations with other County systems and performance requirements.
• Responsible for quality assurance and quality control of data within the CMMS system to ensure data is complete, accurate, and reliable.
• Manage daily, monthly, and annual reviews to ensure KPIs are met and in compliance.
• Create and design PM guides, auditing PM programs and frequencies, custom-configured reports and forms, and workflows in support of all functions within BUO.
• The work involves talking with and understanding the problem or design criteria in order to obtain necessary information and provide reports and recommendations.
• Develops and provides training for the Asset Management Program and CMMS.
• Initiates, coordinates, or contributes to such special events as workshops, professional and press conferences, seminars, and public hearings.
• Performs related duties as required.

  KNOWLEDGE, SKILLS AND ABILITIES

  • Thorough knowledge of laws, rules, and regulations which apply to provisions and limitations of programs to which assigned.
  • Thorough knowledge of the principles, practices or techniques of program development, implementation, management and evaluation.
  • Knowledge of the general principles of procurement, contract management, and personnel administration, as required.
  • Knowledge of Federal and/or State grant funding requirements and regulations, as required.
  • Skill in leading assigned employees, providing instruction, and reviewing their work.
  • Skill in explaining and defending ideas and positions, both orally and in writing, and in persuading individuals and groups to support assigned program activities or decisions.
  • Ability to conduct analytical studies and make recommendations concerning effectiveness, efficiency, and productivity of assigned program(s).

  • Working knowledge of water and wastewater treatment plants and collection/distribution infrastructure.

  • Working knowledge of financial data analysis, billing practices, and the principles of revenue collection.
  • Experience coordinating and conducting training on new software, while managing a team’s response to change when accommodating emerging technology.
  • Familiarity with federal, state, and local regulations applicable to utility projects.
  • Experience with principles of supervision, training, and evaluation.
  • Ability to coordinate between multiple municipal departments and achieve positive outcomes for developing programs, such as Asset Management Program.
  • Ability to plan and coordinate routine maintenance and testing of Water and Wastewater equipment and infrastructure.
  • Ability to communicate effectively, both orally and in writing, with internal and external stakeholders.
  • Experience defining key performance indicators, measuring current benchmarks appropriately, and analyzing trends in performance.
  • Understanding of the relationship of the systems and data within the application portfolio and with other integrated systems such as VTScada, VUEWorks (CMMS) and Esri GIS.
  • Understanding of construction activities related to Water and wastewater treatment plants, pumping stations, mechanical, electrical, and Instrumentation equipment, right of way and construction change management.

  MINIMUM QUALIFICATIONS

  • Graduation from an accredited four-year college or university and four (4) or more years of experience managing Assets and supply chains in a Utility, Public Works, Construction or related industry.
  • Note: The Department requires this role to have a CDL (DOT) driver's license, which is a Class B or Class A.
