Utilities System Operator Trainee, I, II, III #2026-042

About the role

This position supports the maintenance, construction, and repair of utility systems including water, reuse, stormwater, and wastewater infrastructure. It accommodates varying levels of experience from trainee to operator III.

Responsibilities

• Trainee/I: Assist with installation of water, reuse, stormwater, and wastewater systems; perform excavation, trenching, digging, and site restoration; operate basic tools and equipment under supervision; follow instructions and safety procedures; support emergency response operations and provide customer service.
• Operator II: Perform all duties of Trainee/I plus: perform skilled utility maintenance, repair, and installation work with moderate independence; operate vehicles and construction/maintenance equipment, including trucks; complete work assignments with limited supervision; maintain records and prepare reports; assist in guiding or overseeing less experienced employees; promote and reinforce a safe work environment.
• Operator III: Perform all duties of an Operator II, plus: lead and coordinate work crews in utility maintenance and construction activities; plan and organize daily work, including materials, supplies, and equipment needs; review, compile, and submit reports, records, and as-built documentation; provide training, mentorship, and field-level decision-making support; identify and implement process improvements to enhance efficiency and quality; ensure compliance with all safety and regulatory requirements and drive accountability.

Qualifications

• Education: High school diploma or equivalent required. Relevant coursework or training preferred.
• Experience:
  • Trainee/I: Minimum one (1) year of manual labor experience. Some experience operating basic automotive or maintenance equipment is preferred.
  • Operator I: Minimum one (1) year of experience in various fields of utility maintenance or construction labor work experience. Some experience operating basic automotive or maintenance equipment is preferred.
  • Operator II: Minimum three (3) years of experience in utility maintenance, construction, or related field. Experience operating construction or maintenance equipment is preferred.
  • Operator III: Minimum five (5) years of progressively responsible experience in utility operations, maintenance, and construction.
• Licenses / Certifications:
  • Trainee: Valid Florida driver’s license required. Must obtain Florida Class “B” CDL with tanker and air brake endorsements within one (1) year of hire. Must obtain applicable industry certification (Water, Wastewater, or Stormwater) within 12 months, depending on assignment. Must complete required safety and technical training (e.g., confined space, hazardous materials).
  • Operator I: Florida Class “B” CDL with tanker and air brake endorsements required at time of application. Must possess one of the following at the time of application. (based on division): State of Florida Department of Environmental Protection Distribution System Operator Level 3 license, FWPCOA Wastewater "C"/3 Certification, FWPCOA Stormwater Class “C”/3 Certification.
  • Operator II: Florida Class “B” CDL with tanker and air brake endorsements required at time of application. Must possess one of the following at the time of application. (based on division): State of Florida Department of Environmental Protection Distribution System Operator Level 2 license, FWPCOA Wastewater "B"/2 Certification, FWPCOA Stormwater Class “B”/2 Certification.
  • Operator III: Florida Class “B” CDL with tanker and air brake endorsements required at time of application. Must possess one of the following at the time of application. (based on division): State of Florida Department of Environmental Protection Distribution System Operator Level 1 license, FWPCOA Wastewater "A"/1 Certification, FWPCOA Stormwater Class “A”/1 Certification.

Benefits

• Annual: $44,184.19 - $62,170.99 (Trainee); $46,392.32 - $65,279.34 (Operator I); $48,711.10 - $68,544.53 (Operator II); $53,705.60 - $75,567.86 (Operator III)
• Work Days/Hours: Monday – Thursday, 7:00 a.m. – 5:30 p.m.
