Utilities Maintenance & Repair Supervisor

About the Role

This is a full-time, safety-sensitive position within the Bureau of Utilities, Department of Public Works. The role involves planning, organizing, and supervising the Sewer Evaluation & Rehabilitation (SER) Division’s Operation and Maintenance Support Group and SER technicians. Responsibilities include inspecting, evaluating, creating, and tracking backlog and completed work, with considerable independence within established policies and procedures.

Responsibilities

• Manages field activities for the SER Division, providing direct supervision to technicians and setting priorities for work efforts.
• Generates the Collection System Rehabilitation Backlog based on inspections and evaluations, identifying and categorizing system defects and recommending corrective actions.
• Reviews the effectiveness of the chemical root control (CRC) program and transitions assets from CRC to rehabilitation programs.
• Manages the daily operations of the Flow Monitoring Program, including directing site installations, analyzing data, and reporting findings.
• Oversees personnel management of water and sewer SER technicians, including performance evaluations, disability leave management, and employee counseling.
• Resolves contractor and customer issues, ensuring performance standards align with customer needs and maintaining positive public relations with contractors.
• Manages daily operations of in-house vendor contracts, including scheduling, performance monitoring, QA/QC inspections, and invoice processing.
• Provides support for creating and executing contracts through procurement.
• Plans, prioritizes, and schedules routine work, upgrades, and maintenance of equipment, including emergency response.
• Estimates project costs in labor, equipment, time, and materials, and analyzes training needs for staff.
• Prepares or supervises the preparation and maintenance of necessary records and reports.

Requirements

• Graduation from high school.
• Four or more years of experience in maintenance, repair, and limited construction work of water and wastewater lines and related facilities, including two or more years of supervisory experience.
• Certification in water/wastewater facilities operation as required by the State, or the ability to obtain certification within six months of hire.
• Valid non-commercial Class C motor vehicle operator's license.
• Candidates must obtain a Class II wastewater collection system operator’s license within six months of hire or comply by obtaining a temporary certificate and meeting requirements within three years.

Note: Substitutions for experience may apply (e.g., four years in water OR wastewater lines, or two years of lead worker experience in lieu of supervisory experience). This position is safety-sensitive and subject to controlled dangerous substance (CDS) and alcohol testing.

Preferred Qualifications

• Experience with grinder pump and septic system repairs, electrical restorations, upgrades, and equipment maintenance.
• Experience in the maintenance and repair of wastewater treatment plants, pumping stations, and related equipment.
• Four or more years of experience in maintenance, repair, and limited construction work of water and wastewater lines and related facilities.
• Two or more years of supervisory experience.
