Utilities Infrastructure Lead (water, gas, sewer, and storm)
Responsibilities
- The responsible Project Authority for all horizontal utility systems (excluding electrical) at NASA Ames Research Center, encompassing potable water, industrial wastewater, sanitary sewer, natural gas, and storm drain systems.
- Develop a 5-to-10-year master plan for all horizontal piping systems including Cost-benefit analyses
- Provide precise technical direction during utility repairs and perform field inspections
- Ensure compliance with EPA, Federal, CA State Water Resources Control Board, and DOT regulations
- Avoidance of non-compliance with the Uniform Plumbing Code (UPC), American Water Works Association (AWWA) standards, and OSHA safety protocols for trenching and shoring
- Provide technical requirements for equipment replacement
- Lead root-cause analyses for major utility failures and implement leak detection strategies
- Perform design review and evaluate engineering blueprints and oversee hydraulic modeling
- Support technical reviews of any equipment replacement RFI’s/quotes to ensure compliance with the technical requirements
- Identify, communicate, and deconflict tasks, deliverables and project impacts
- Working with the project managers and technical staff to forecast, plan, and track project performance
- Interface with Government, contractors, and project partner staff for tasks, updates, and status
- Responsible for monthly, annual, and project milestone review assessments and reports
Requirements
Required Qualifications / Skills
Bachelor’s degree in Civil or Mechanical Engineering with 5-10 years' experience, or 10+ years hands-on experience in construction, oversight, and maintenance of large-scale horizontal infrastructure.
A valid D2 Water Distribution Operator certification is required.
Flexible in adapting to deadlines, changing schedules, competing priorities, and unpredictable events
Thorough, detail oriented, and organized, with excellent time management skills and ability to prioritize tasks
Familiar with and able to present data and recommendations to a diverse audience of project managers, engineers, technical staff, and contractors
Superb verbal and written communication skills
Self-motivated and independent thinker
Qualifications
Preferred Qualifications / Skills
NASA, federal, state, or local government experience highly desired
Knowledge and experience working within Federal and California facilities infrastructure (water, gas, sewer, and storm) a benefit
Experience with aerospace facilities and infrastructure an advantage
Exceptional customer relationship management highly desirable
