About the role

Description Help build and maintain the infrastructure that powers our city. This leadership role directs Utilities Engineering operations and oversees critical construction and improvement projects bringing together design, compliance, and collaboration to deliver reliable utility services to our community.

Responsibilities

  • Design and develop utility projects.
  • Conduct special studies, surveys, and collect information on operational and administrative programs and projects and make reports as required.
  • Direct the activities of Utility Project Managers.
  • Assist in supervising projects in the construction phase and serve as liaison between developers, engineers, and contractors.
  • Prepare and coordinate permit applications for submission to various State and Federal agencies.
  • Attend public hearings and meetings.
  • Review construction plans for any corrective action required prior to presentation to the City's Development Review Committee.
  • Update Geographical Information System (GIS) for the Utility Department.

Requirements

  • Knowledge of city and department policies and procedures.
  • Knowledge of civil engineering principles and theories, including hydrology, hydraulics, water collection and distribution, land development, and erosion and sediment control.
  • Knowledge of geographic information system principles and practices.
  • Knowledge of roadway and subdivision design and construction.
  • Knowledge of land development regulations.
  • Knowledge of applicable laws and regulations.
  • Knowledge of local codes and ordinances.
  • Knowledge of land surveying principles and practices.
  • Knowledge of accounting practices.
  • Knowledge of construction cost estimation methods and techniques.
  • Ability to administer contracts for public works projects.
  • Ability to organize, analyze, interpret, and evaluate scientific civil engineering problems and provide practical, cost-effective solutions.
  • Ability to communicate orally in the English language with customers, co-workers, contractors, and the public in face-to-face one-on-one settings, or using a telephone.
  • Ability to comprehend and make inferences from written material written in the English language.
  • Ability to review or check the work products of others to ensure conformance to design and construction schedules.
  • Ability to produce written documents with clearly organized thoughts using proper English sentence construction, punctuation, and grammar.
  • Ability to use a personal computer, engineering applications, and data management software in performing duties.

Qualifications

  • Bachelor’s Degree in Civil Engineering required.
  • Master’s degree highly desirable, but not required.
  • Three (3) years of experience designing and managing municipal public works projects.
  • Registered Professional Engineer in the State of Florida or able to obtain within six months of employment.
