Utilities Engineer

About the role

This position involves highly technical and supervisory engineering work directing activities related to the planning, design, analysis, permitting, construction, rehabilitation, and optimization of the City’s potable water, wastewater, reclaimed water, and related utility infrastructure.

Responsibilities include performing engineering design and technical review of water, wastewater, or reclaimed water system improvements; preparing or reviewing utility infrastructure plans, specifications, hydraulic analyses, or regulatory submittals; and serving as engineer-in-charge during construction, resolving technical issues in the field.

The role requires advanced application of engineering skills, supervisory responsibility over technical and professional staff, and considerable independent judgment in evaluating cost-effectiveness, safety, and practicality of construction methods. It also involves signing and sealing water/wastewater construction and DEP permit documents, preparing project scopes and budgets, establishing timelines, coordinating with consultants, and overseeing construction.

This position demands productive interaction with City officials, governmental agencies, contractors, and the public, as well as the ability to manage competing demands and challenging deadlines.

This position is designated as Emergency Critical (EC), requiring immediate availability before, during, and after declared emergencies or disasters.

Responsibilities

• Perform engineering design and technical review of water, wastewater, or reclaimed water system improvements.
• Prepare or review utility infrastructure plans, specifications, hydraulic analyses, and regulatory submittals.
• Serve as engineer-in-charge and provide engineering support during construction, including resolving technical issues in the field.
• Sign and seal water/wastewater construction and DEP permit documents.
• Prepare and review project scopes, budgets, and timelines; coordinate with consultants to ensure compliance with plans.
• Oversee the construction process and manage competing demands under challenging deadlines.
• Supervise and assign work to skilled professional and technical employees.
• Communicate clearly and concisely, both orally and in writing.
• Provide technical support for all engineering activities, including preparation of plans, specifications, and technical reports.

Requirements

• Valid Bachelor’s degree with major coursework in engineering, construction management, architecture, landscape architecture, or a related technical field.
• Valid Driver License (must be maintained).
• Registered as a Professional Engineer (PE) by the State of Florida at time of appointment or able to obtain Florida registration within six months.
• Minimum of four (4) years of experience in engineering-level work supporting planning, design, analysis, and permitting for utility infrastructure.
• Demonstrated ability to specify materials and prepare plans, specifications, and cost estimates.
• Knowledge of principles, techniques, and practices of civil engineering construction and design.
• Proficiency in Microsoft Word, Excel, and some experience with GIS and CAD software.
• Supervisory experience, including planning, scheduling, assigning, and reviewing the work of professional and technical staff.

Desirable Qualifications

• Prior project management or leadership experience with a water resources entity.
• Ability to gather, organize, interpret, and compile engineering data for decision-making.
• Experience developing capital and asset management programs for public water/wastewater utilities.
• Extensive knowledge of Federal, State, and local design standards and permitting requirements.
• Experience supervising staff and providing coaching and counseling.
• Significant knowledge of water and wastewater treatment processes and design.
• Skills in technical writing, engineering cost analysis, and project scheduling.
• Familiarity with the latest Civil 3D applications.
