Tribal Historic Preservation Officer

Duties & Responsibilities

• Cultural resource consultation (NHPA section 106, SEPA, NEPA, NAGPRA, and others)
• Protection and preservation of Cultural Resources
• Treatment of Native American remains and associated grave items
• Evaluation of Initial Studies, Environmental Impact Reports, and Cultural Resources
• Creation of reports for proposed development projects
• Maintenance and updating of archaeological collections catalog
• Facilitation of Tribal Council with accession and deaccession of archaeological and cultural materials
• Attendance and presentation at professional conferences and meetings
• Preparation of quarterly and annual department progress reports
• Preparation and monitoring of the department budget
• Coordination of comprehensive surveys of historic properties
• Evaluation of permit applications for construction activities
• Establishment and maintenance of agreements with museums and federal agencies
• Nomination of eligible properties to the National Register
• Aid in the maintenance of historical and cultural properties inventory
• Aid in the education of staff and contractors
• Keeping detailed notes and records in file and site protection records
• Preparation of THPO comments on the National Historic Preservation Act and nominations to the National Register
• Proposal development for funding opportunities
• Management of Cultural Monitors
• Instructing annual training for Cultural Monitoring program
• Representation of the Paskenta Band of Nomlaki Indians Heritage Preservation Office to the National Association of Tribal Historic Preservation Officers
• Maintenance of THPO issued vehicles

Minimum Qualifications

• Bachelor’s Degree in related field with demonstrated experience in 106 and AB52 Compliance, Historic Preservation, and Cultural Monitoring
• Three years’ experience as a Tribal Historic Preservation Officer
• Demonstrated knowledge of archaeological excavation and investigation procedures
• Prior work history of identifying cultural landscapes
• Knowledge of federal and state laws protecting Native American cultural resources
• Knowledge of topographical maps and use of ESRI or similar GIS software
• Sensitivity to tribal culture and cultural differences
• Recent experience with grant writing and grant administration

Other Knowledge Skills And Abilities

• NAGPRA experience preferred
• Ability to create sketch maps for site identification
• Ability to produce daily and weekly reports on monitoring activities
• Ability to travel to construction and/or project sites as needed
• Excellent written and verbal communication skills
• Ability to work well with the Tribal Council and Tribal Members
• Ability to communicate clearly with Tribal Government, federal, state, or local governmental agencies, and archeological consultants
• Ability to learn new computer software programs or mobile apps, as needed
• Physical ability to conduct surveys, site visits, and monitoring of projects
• Valid CA Driver’s License and insurability under the Tribe’s existing automobile insurance
• Ability to work with people from diverse cultures, ethnic and socio-economic backgrounds
• Basic knowledge of Native American communities
• Cultural sensitivity maintained

Background Check Requirements

• Pre-employment Drug Testing and Department of Justice Fingerprinting clearance through Federal, State and Child Abuse Index
