About the role

The Treasury Enterprise Architect provides strategic technical guidance and establishes enterprise architecture standards and patterns for the Treasury business lines supported by St. Louis, owned by the Department of Treasury’s Bureau of Fiscal Service.

Responsibilities

  • Strategically lead the development of technology strategies aligned with business objectives.
  • Define strategic direction of technologies, standards, processes, and target state architectures.
  • Guide the organization to incorporate architecture design patterns, system best practices, and system standards.
  • Leverage in-depth knowledge of current technology, industry standards, and frameworks, security best practices, and emerging technologies to accelerate business value, delivery, and outcomes.
  • Represent the Treasury portfolio in system workgroups and establish effective frameworks and mechanisms for bidirectional communication flow from these system workgroups to local stakeholders and technical teams.
  • Facilitate stakeholder technical discussions, build consensus across groups with competing priorities and divergent perspectives, and lead to a cloud optimized, technical roadmap for each program and application team.
  • Ensure the Treasury portfolio needs and perspective are represented at the system level.
  • Lead technical discussions, provide architectural guidance, and influence technology decisions.
  • Create a community of practices with other enterprise architects, solution architects, and application architects.
  • Mentor and facilitate internal knowledge sharing.
  • Collaborate closely with Product Owners, Technology Leaders, developers, architects, partners, peers, and business users in the design and delivery of technology business solutions.
  • Deliver proof of concepts and support multiple product teams as they first move to the cloud and then optimize and modernize in the cloud.
  • Demonstrate strong decision-making and problem-solving skills to effectively manage conflicting priorities and diverse stakeholder needs, ensuring alignment with organizational goals while maintaining timelines and team cohesion.
  • Ensure the implementation and maintenance of robust security protocols in partnership with Information Security team and security champions.
  • Provide data-driven technical leadership using metrics, dashboards, and information radiators to make data visible, transparent, and solution-focused.

Requirements

  • Bachelor’s or Master’s degree in Computer Science, Information Technology, or related field.
  • 10+ years of experience in enterprise architecture, solution design, and large-scale technology implementations in complex, highly regulated environments.
  • Deep understanding of modern technology stacks, cloud platforms (AWS preferred), data governance, and enterprise software solutions.
  • Expertise in architectural frameworks such as TOGAF.
  • General understanding of the cyber security threat landscape and controls in a highly regulated GovCloud environment.
  • Extensive, in-depth experience implementing highly complex technology projects in a cross-functional matrix environment with demonstrated ability to drive consensus and deliver results.
  • Outstanding communication and collaboration skills, including translating technical topics and risks into business teams.
  • Ability to obtain Security Clearance which requires US Citizenship.
  • Demonstrated knowledge of and leading adoption of industry best practices in the areas of application development, solution architecture, agile methodologies, cloud development, cybersecurity.
  • Industry-related certifications in one or more of the above areas are desired.

  • Experience in leading complex technology projects in a highly regulated environment.
  • Excellent communication and collaboration skills, able to translate technical topics into business terms.
  • Proven ability to drive consensus and deliver results in a matrix environment.
  • Knowledge of and experience with industry best practices in application development, solution architecture, agile methodologies, cloud development, and cybersecurity.
  • Ability to obtain a Security Clearance which requires US Citizenship.
