Treasury Analyst

About the role

The Treasury Analyst is a specialized role within the Finance Team, focusing on technology and software integrations related to banking and investment services, defined contribution plans, and managing payroll payments outside the standard payroll cycle. This includes handling manual checks and other unique requests, ensuring accuracy, timeliness, and compliance. The role involves coordination with Boston Public Schools (BPS), Human Resources (HR), Finance, and management teams to resolve discrepancies or special pay issues. The analyst will also design, implement, and track detailed records and reports related to off-cycle payroll activities.

Responsibilities

• Verify documentation, approval signatures, and supporting materials to ensure off-cycle payments are accurate and authorized.
• Analyze payment requests to align with City policies, regulations, and payroll guidelines.
• Collaborate with BPS, HR, General Services, and Auditing teams to identify and resolve discrepancies in off-cycle check requests.
• Perform complex calculations for off-cycle payments, including deductions, taxes, and adjustments based on City policies.
• Ensure compliance with state and federal payroll laws, including tax requirements and benefit adjustments.
• Generate and issue physical checks for off-cycle payments, confirming accuracy of employee information, payment amount, and method.
• Maintain detailed records of all off-cycle payments, including reasons, supporting documents, and correspondence.
• Design, implement, and track reports on off-cycle payment trends to identify issues and recommend process improvements.
• Investigate and resolve discrepancies in off-cycle payment requests by collaborating with stakeholders such as employees, BPS, HR, and department managers.
• Coordinate with BPS to run and examine Data Time Summary (DTS) reports for accuracy.
• Create and update policies related to the off-cycle check process and ensure compliance.
• Spearhead implementation and management of software tools to enhance financial operations.
• Manage day-to-day operations of the 403(b) and 457 plan administration, including enrollment, contributions, compliance, and vendor coordination.
• Maintain up-to-date knowledge of 403(b) plan policies, procedures, and regulatory requirements.
• Provide support for audits, reporting, and employee communications related to the 403(b) and 457 plans.
• Lead or participate in other tasks or projects within the Treasury Department as needed.

Requirements

• Minimum of five (5) years of full-time or equivalent part-time professional experience in a related field.
• A Bachelor’s degree in accounting, finance, business administration, or a related field may substitute for two (2) years of experience.
• A Master’s degree in a related field may substitute for three (3) years of required experience.
• Knowledge of accounting principles and practices.
• Knowledge of City of Boston payroll regulations and compliance requirements.
• Proficiency with payroll systems, software, and running queries.
• Knowledge of defined contribution plans is a plus.
• Proficient in Microsoft Office and Google Suite.
• Strong analytical and problem-solving skills.
• Ability to work independently and coordinate with multiple teams.
• Attention to detail and excellent communication skills, both written and verbal.
• Ability to prioritize tasks, meet deadlines, and exercise good judgment.
• Demonstrated ability to work in a diverse team and build strong working relationships across functional areas.

Schedule

35 hours per week.

Terms

Boston residency is required. Non-Union/MM2-7.
