AWA is a locally governed, not-for-profit water authority providing water service to more than 735,000 people in 60 municipalities across Connecticut. Based in Bridgeport, Connecticut, AWA is responsible for the operation, maintenance, and long-term stewardship of one of the state's largest water systems.
About the role
The Treasury Analyst reports directly to the Director of Taxes and is responsible for managing the Authority’s cash management function, risk assessment associated with capital markets, bank relations, and compliance. This position will work closely with the Chief Financial Officer to manage compliance with bond debt covenants and reporting to financial institutions.
Responsibilities
- Manage cash flow forecasting, liquidity planning, financial statement analysis, and support investment strategies.
- Develop cash targets to support efficient liquidity management.
- Process electronic cash receipts, cash disbursements, and accounting.
- Perform daily cash positioning activities, including managing daily liquidity, cash position reconciliation, and bank reporting.
- Maintain excess operating cash to obtain maximum interest revenue.
- Support the Authority’s debt portfolio, including debt issuances and refinancings.
- Ensure compliance with the Authority’s debt covenant requirements.
- Develop a collaborative structure with lenders, rating agencies, and financial institutions.
- Maintain deep knowledge of the water industry and regulatory developments impacting the Authority.
- Leverage tools such as SAP ERP systems and other technology platforms (treasury management system) to enhance decision-making and tracking of Key Performance Indicators (KPIs).
- Establish and maintain an efficient system of policies and procedures to optimize control over treasury activities and support regulatory reporting.
- Evaluate and monitor market trends to identify new investment opportunities.
- Exercise high-level business problem-solving and independent, executive business judgment for complex, non-recurring situations.
Requirements
- Minimum 5 years’ experience in treasury, finance, or accounting.
- Bachelor’s degree in Accounting, Finance, or Business (required).
- Master’s degree in a related financial field (preferred).
- Certified Treasury Professional (CTP) or CPA (strongly preferred).
- Experience with fund or governmental accounting (preferred).

Pay
This exempt position offers a salary range of $103,000 to $125,000.
Schedule
- Hours: 8:00 AM to 4:30 PM, Monday through Friday.
- After 3 months of successful employment, eligible for a hybrid schedule (3 days office/2 days remote).
- May require on-site work for training, testing, or project work based on business needs, with advance notice.
