Essential Job Functions
- Provides direct support to the Travel Card Program Manager, providing background information, trend analysis, and feasibility studies in implementing new programs and resolving problems.
- Interacts with customers via email and phone, assisting them through research, data gathering, analysis, and issue resolution.
- Becomes an expert in federal travel charge card regulations and provides guidance to DoS employees.
- Tracks, updates, and analyzes customer inquiries, drafting Department Notices, Broadcasts, and Communication Bulletins.
- Conducts studies and analyses to improve and implement processes within the Travel Card Program, including compliance with OMB Circular A-123 Appendix B, GSA SmartPay 3 contract, and enhancing rebates received by the DoS.
- Performs and documents analysis of business functions and operational processes for the TCP.
- Supports the management, coordination, and implementation of operational procedures, systems, and processes.
- Uses strong Microsoft skills, including Excel, PowerPoint, Access, and Word.
- Drafts articles for publication in a self-help tool, GFS Knowledge Base, detailing TCP policies, procedures, and issues in a Q&A format.
- Drafts PowerPoint presentations for training and informational sessions.

- Assists the Assistant Program Manager in supporting team members and ensuring their success.
- Creates an expectations document for the team and conducts 1-on-1 coaching meetings.
- Sets up systems access requests and conducts team introductions and trainings.
- Involves in recruiting, interviewing, and selecting future team members.
- Builds relationships with team members and encourages their growth and success.
- Identifies areas of opportunity for trainings to enhance professional development.
- Assists the Assistant Project Manager with projects and other responsibilities.
- Works on multiple tasks simultaneously and independently.

Qualifications
- Education: A four-year degree from an accredited university or college, with a Master’s degree preferable. Experience can substitute for education as follows: 2 years of college + 2 years’ experience relative to the specific position, or 4 years’ experience relevant to the specific position.
- CPA certification or Certified Government Financial Manager (CGFM) desirable
- Financial analyst experience supporting defined operations or functions, such as examining invoices for technical errors, recommending actions to certifying officials, processing transaction exceptions, recording obligations, recording expenditures, preparing requisitions for services, or maintaining memorandum records supporting budget formulation and/or execution.
Work Schedule
The employee will work an 8-hour shift between the hours of 6:15 am to 6:00 pm with a non-compensated 45-minute lunch. Additional hours may be required and must be authorized by the Project Manager and DoS Management.
