About the role

Under general supervision, this technical specialist performs a variety of journey-level engineering duties in highway construction. Reviews accuracy and completeness of project work and information. Recommends approval or disapproval of project work. Directs activities of ADOT and consultant highway construction technicians. Approves and disapproves inspector work and diaries. Writes cost estimates and supplemental agreements.

Responsibilities

• Inspects and examines highway construction projects, diaries, computations, materials test results, and other documentation.
• Ensures that project measurements and payments are in accordance with project plans, special provisions, and supplemental agreements.
• Confers with agency officials, staff members, and representatives of other agencies to acquire information needed for immediate determinations and decisions.
• Reviews project for design clarity, accuracy, and constructability; reviews specifications and special provisions.
• Prepares detailed cost estimates, reviews construction schedule, and determines whether all supporting information has been obtained.

Requirements

• Five (5) to ten (10) years of work experience.
• GED or high school diploma (Bachelor of Science in a related field preferred).
• Knowledge of principles and practices of civil engineering as applied to highway construction inspection.
• Knowledge of computational and adjustment factors related to engineering data and land description data for highway construction inspection.
• Knowledge of federal and state statutes, agency standards, policies, and procedures applicable to highway construction inspection.
• Knowledge of computer programs applicable to highway construction inspection.
• Knowledge of principles of supervision and project management, and related rules, policies, and procedures.
• Skill in analyzing and evaluating a wide variety of engineering data.
• Skill in researching, reading, and interpreting technical engineering documents such as survey data, highway plans, blueprints, specifications, and materials testing data.
• Skill in oral and written communications, change order, and technical writing.
• Skill in organizing and prioritizing work assignments.
• Ability to use computational and adjustment factors and perform mathematical computations.
• Ability to communicate effectively both written and orally.
• Ability to safely drive a full-size pickup truck on and off-road.
• Ability to work outdoors for extended time, exposed to heat, cold, dust, and noise.
• Ability to maintain professional, productive interpersonal relations with all highway construction partners and stakeholders.

Pre-Employment Requirements

• This position requires driving or the use of a vehicle as an essential function. A current, valid class-appropriate driver’s license is required, along with completion of all required training and passing all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended.
• Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training.
• An employee who operates a personally owned vehicle on state business must maintain the statutorily required liability insurance.
• All newly hired State employees must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Pay

$64,802.30 - $74,802.30 annually (anticipated starting salary: $69,802.30). This position is eligible for a $4,000 hiring incentive.
