Job Responsibilities

• Provides engineering guidance on concrete, steel, cement, and other related materials on department projects.
• Provides technical support and interpretation of plans and specifications to department and consultant engineers and inspectors.
• Aids in the development of specifications related to structural steel, concrete, cement, and other related materials.
• Serves as chair or member of various joint SCDOT/industry committees and task forces.
• Assists in the oversight of the SCDOT Concrete Technician Certification Program.
• Teaches classes in the Certification Program.
• Maintains department Qualified Product Policies and Lists pertaining to structural steel, concrete, and related materials.
• Oversees the department's certified welders' program.
• Reviews material certifications for project acceptance as assigned.
• Supervises the Structural Field Services supervisor.
• Oversight of the Prestressed Concrete Inspection Program and Structural Steel Inspection Program, including technical support, engineering guidance, management of on-call contracts, and interpretation of plans and specifications to department and consultant inspectors.
• Manages the statewide certification and qualification programs for suppliers of concrete pipe, precast structures, and ready-mix concrete.
• Consults with department and industry personnel on steel fabrication plans, testing, and erection issues.
• Assists AASHTO auditors at in-state facilities.
• Supervises the Concrete/Steel/Cement Physical Testing Supervisor.
• Ensures the accuracy of test reports and calibration records for accreditation.
• Performs related tasks in AWP and ProjectWise as needed.
• Supervises the Chemical Testing Manager.
• Establishes technical priorities regarding testing, accreditation, test procedures, and other matters.
• Guides chemical testing activities for other OMR materials units.
• Conducts complex structural materials investigations and acts as principal investigator on research projects related to structural steel, concrete, and related materials; seeks opportunities for implementation and provides a point of contact for construction support.
• Serves as an expert witness during litigation as required.
• Performs other related duties as assigned.

Minimum And Additional Requirements

• A bachelor’s degree in Engineering and five (5) years of engineering work experience.
• Necessary Special Requirement: Registration as a Professional Engineer by the South Carolina State Board of Registration for Professional Engineers and Surveyors.
• A valid motor vehicle operator's license is required.
