About the role
Position is responsible for efficient management & administration of highway construction contracts, including determining acceptability of materials furnished & work performed. Construction administration to ensure compliance with State & Federal requirements & documents contract supplemental agreements, with approval authority up to $200,000. Authority to suspend contract work. Participate & represent ADOT in various meetings, conferences &/or seminars. Ensures ADOT, consultants & contract employees comply with all applicable safety & environmental standards.
Responsibilities
- Provide engineering and technical direction for the administration of multiple construction contracts to assure work is performed in a manner that provides a functional, durable project that meets design intent.
- Evaluate progress of highway construction projects.
- Maintain and enforce safety processes.
- Supervise field office staff including hiring, performance appraisals, counseling, promotions and other personnel actions, including disciplinary actions.
- Schedule training, work assignments, promote and enforce safety, Manage field office budget, vehicle fleet, information technology equipment, other fixed assets and expendables.
- Set all work standards within the unit assuring that maximum organizational efficiency is achieved, and accomplish district and division objectives related to construction processes on ADOT projects.
- Aid in coordination of roadblock and other supplemental duties during winter storm events and emergencies.
- Assist in coordination of engineering services provided by consultant inspectors and engineers to administer construction contracts.
- Initiate & monitor training of subordinate personnel to assure competent, effective, motivated & fully knowledgeable workforce to provide a quality product in conformance with all prevailing laws, rules, regulations & in compliance with quality standards.
- Provide leadership, coaching & supervision of subordinate personnel to enhance the quality of the product, service to the customer & assure compliance with all plans, specifications, rules & requirements.
- Represent the best interests of the State in project and other meetings related to the ADOT state highway system, as requested.
- Initiate correspondence, memos, reports and construction documents to facilitate contract compliance, conflict resolution, contract clarification and response to public inquires.
- Cookordination of construction activities with Federal, State, local and private entities to assure conflicts are minimized and the public is well served.
Requirements
- Masters Degree in Civil Engineering, Public or Business Administration or other field closely related to ADOT highway construction contract administration.
- B.S Degree in Civil Engineering or other field closely related to highway construction.
- A candidate who holds an active PE in another state will be required to meet registration requirements set forth by the Arizona Technical Board of Registration and attain an Arizona PE from the Board within 6 months of employment start date.
Qualifications
- Knowledge Of Knowledge, Skills & Abilities (KSAs): Principles and practices of civil engineering applied to construction of the state highway system.
- Federal, State, ADOT and relevant local standards pertaining to highway construction, environmental protection, public relations, safety, personnel supervision, procurement, vehicle operation and fixed asset management.
- Fiber optic and communication networks, installation, inspection, and/or testing and/or Traffic Management Systems.
- Federal, State, ADOT and relevant local standards pertaining to highway construction, environmental protection, public relations, safety, personal supervision, procurement, vehicle operation, and fixed asset.
- Google Platform.
Skills
- Research, analysis, and interpretation of a wide range of highly technical highway construction standards and procedures including, but not limited to, fiber optic and communication networks, installation, inspection, and/or testing and Traffic Management Systems.
- Development and Implementation or appropriate field office priorities and procedures related to highway construction material sampling end testing, project Inspection, and contract administration.
- Verbal and written communications in fluent English.
- Work management and leadership.

Anticipated Salary: $93,500.00
Schedule
Salary: $88,500.00 - $98,500.00
