TRAINING SPECIALIST

This position is located in the Electrical/Electronics Shop (950), Production Resources Department (900) of Norfolk Naval Shipyard.

Responsibilities

• Identify employee developmental needs to provide or arrange for training resulting in improved job performance.
• Provide quarterly Continuing Training and Development Assessment drafts to the CTDL/ND/Director.
• Brief senior level leadership on the progress achieved toward meeting strategic objectives.
• Maintain comprehensive electronic files of Mechanic Training Folders to include training taken, attribute sheets, date started, date completed, proficiency rating for courses taken, JIT/FAM, RADCON Proficiency.
• Establish metrics to identify material costs expended by each FY for Overhead Expenditures/Labor Expenditures monthly.
• Communicate with other training codes who will support your Code/Shop with data.
• Maintain balanced workloads by shifting work assignments, workers, or other resources to achieve the most effective work operations.
• Maintain a database of Code/Shop CTD Proficiency Course Schedule on an annual basis.

Requirements

• Must be a US Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
• Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time-in-grade requirement).
• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to specific provisions.
• Males born after 12-31-59 must be registered for Selective Service.
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
• You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators, and safety shoes continuously for the duration of the work shift.
• You will be required to lift and/or carry up to 50 lbs.
• This position may require travel from normal duty station to CONUS and OCONUS, including remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• Work is performed in areas where potentially harmful physical and chemical agents are present (e.g., fumes, dust, heat, ionizing and non-ionizing radiation, and chemicals). You will be required to participate in medical surveillance programs.
• You will be required to climb ladders and scaffolding.
• You will be required to work in confined spaces.
• You will be required to obtain and maintain a U.S. Passport.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• You will be required to distinguish between colors and shades of colors.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector:

• Experience conducting audits of shop trade/core tasks records and qualification records for conformance with established guidelines.
• Experience with determining the procurement, storage, and use of instructional materials and textbooks, audio-visual aids, training devices, and laboratory equipment.
• Experience with maintaining comprehensive electronic files of Mechanic Training Folders.
• Experience with knowledge of various training methods, procedures, devices, and resources to develop and maintain a broad knowledge of all phases for employee training and development.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

• Successful completion of a Ph.D. or equivalent doctoral degree, or
• Successful completion of 3 full years of progressively higher-level graduate education leading to such a degree, or
• Successful completion of an LL.M., if related, or
• A combination of experience and graduate education as described above that equates to one year of experience.
