About the role

Designs and delivers programs to train all levels of personnel. Develops tests and visual aids, conducts training classes, and develops criteria for evaluating effectiveness of training activities. Keeps abreast of training and development research: learning theory, motivation theory, and new materials, methods, and techniques. Develops in-house programs and practices to identify developmental needs, including preparing personnel for more responsible positions and increasing effectiveness in present assignments. May evaluate and/or oversee contractors or vendors to develop and/or administer training programs. May be responsible for development of e-learning programs.

Responsibilities

  • Must Have: Bachelor's Degree and 6 years of relevant exempt experience; Master’s Degree and 4 years of relevant professional experience
  • One of the following may be used as equivalent to Bachelor's Degree to meet minimum qualifications:
    • NNS Apprentice School graduate
    • Navy Nuclear Power School (NNPS) graduate
    • Associate's Degree or other formal 2 year program and 2 years of relevant exempt experience or 4 years of relevant non-exempt experience
    • Military Paygrade E-5 or above military experience
    • High School/GED and 4 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant exempt experience
    • High School/GED and 8 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant non-exempt experience

Requirements

Skills

  • Proficiency in applying ADDIE processes and adult learning theory
  • Ability to lead complex training development projects for trade qualifications, waterfront support, professional skills, and compliance initiatives
  • Proficiency with eLearning development tools, multimedia production, and blended learning solutions
  • Ability to translate complex engineering or technical content into structured, accurate training
  • Strong project management capability, including scope management, schedule control, and deliverable quality
  • Experience measuring training outcomes and recommending improvements

Nice to Have

  • Advanced experience creating courseware for skilled trades, operations, professional skills, and technical workforces
  • Experience aligning training content with company initiatives, programs, and compliance requirements
  • Ability to lead content strategy for large-scale training modernization or digital transformation efforts
  • Advanced multimedia capability (motion graphics, scenario-based learning, complex simulations)
  • Experience using LMS analytics to evaluate and improve training performance
  • Ability to represent the department in cross-functional workgroups or process-improvement teams
