Training and Certification Manager (Administrator I)

This is a position-specific recruitment for the Maryland Transportation Authority (MDTA). The MDTA owns, operates, and maintains eight major toll facilities across Maryland, including four bridges, two tunnels, and two turnpikes. About the role

The Training and Certification Manager oversees the management, administration, and compliance assurance of training and certification within the Authority Operations Center (AOC) at MDTA. This role requires travel to regional MDTA facilities and may involve shift work, including evenings, nights, and weekends, based on operational training needs. Employees in this position are considered "Safety Sensitive" and must operate electronic traffic detection and communications systems.

Responsibilities

• Develop training programs, operational/technical certifications, and deliver standardized training programs.
• Prepare customized programs and author new training materials.
• Train employees on Coordinated Highways Action Response Team (CHART) specific topics, including custom software, standard operating procedures, traffic incident management, and communication protocols.
• Serve as the Project Manager for the CHART Reporting Tool.
• Prepare and monitor the annual training budget by conducting meetings, analyzing data, and estimating program costs.
• Monitor staff work and track AOC’s performance indicators.
• Research new training programs and courses to further develop the AOC workforce.
• Perform routine quality control procedures on events using the Regional Integrated Transportation Information System (RITIS) and CHART Reporting Tool systems.
• Ensure AOC staff are aware of training opportunities for career advancement and professional development.
• Coordinate with MDTA’s Office of Human Resources and Workforce Development (OHRAWD) and MDTA’s Operations training unit.

Requirements

Minimum Qualifications:

• Graduation from an accredited high school or possession of a high school equivalency certificate.
• Four years of experience in administrative staff or professional work.
• Selective Qualification: Two years of this experience must include working inside a traffic management center with active involvement in daily operations, along with training, mentoring, or onboarding staff on procedures, software, and emergency response protocols.

Candidates may substitute education for experience as follows:

• 30 credit hours from an accredited college or university for each year (up to four years) of the required experience.
• A Bachelor’s degree from an accredited college or university.
• A Master’s degree from an accredited college or university for the required experience.
• U.S. Armed Forces military service experience involving staff work related to administration or unit operations on a year-for-year basis for the required experience.

Licenses & Certifications:

• Valid Driver’s License in the State of Maryland.
• Must obtain and maintain the following certifications during the probationary period:
  • National Incident Command System IS 100 Certification
  • National Incident Command System IS 200 Certification
  • National Incident Command System IS 700 Certification
  • National Incident Command System IS 800 Certification
  • Federal Highway Administration (FHWA) Strategic Highway Research Program (SHRP) 2 Certified Traffic Incident Manager (TIM) Trainer

Special Requirements

• Employment is conditional on passing a medical examination to determine ability to perform essential job tasks.
• Pre-employment and ongoing substance abuse testing in accordance with Transportation Code of Maryland Regulations 11.02.11.
• For education obtained outside the U.S., proof of equivalent American education (e.g., via NACES or WES) must be provided at the time of application.
