Traffic Management Specialist

Arranges the shipment of Pre-positioned GPMS cargo to worldwide destinations via Air, Land, and Sea. Ensures compliance with all applicable International and Federal Transportation Laws, Regulations, Tariffs, and Department of Defense guidance. Responsible for adhering to International Trade and Arms Regulations (ITAR) and participating in quality assurance as part of the ISO 9001 program.

Responsibilities

• Inspects and accepts documentation (DD Form 1149/1348-1) for outbound cargo in the Defense Transportation System (DTS) for completeness, Transportation Account Code, accuracy, Hazardous/Classified, or ITAR certification.
• Processes, verifies nomenclature, hazard class, quantity, and inspects outbound cargo for transportation.
• Classifies freight, selects commodity codes, chooses the most efficient mode of shipment, and controls obligations for government transportation funds.
• Inspects Hazardous Materials to ensure proper packaging, marking, labeling, documentation, and certification in accordance with Dangerous Goods Regulations (AFMAN24-204, 49 Code of Federal Regulation, International Maritime Dangerous Goods, etc.).
• Selects and contacts local carriers to arrange transport equipment for containers, classified, sensitive, hazardous, or outsized shipments based on size, weight, commodity description, freight classification, required delivery date, priority, or special requirements.
• Uses automated systems (CMOS, GATES, IBS) to process and document freight, prepares shipping documents, assigns Transportation Control Numbers, produces labels, and issues truck manifests for general/hazardous cargo.
• Inputs Transportation Control Numbers, Transportation Accounting Codes, consignor and consignee codes, and other essential data into the Cargo Movement and Operations System (CMOS) and Global Acquisition and Transportation Execution System (GATES).
• Prepares truck shipping documents, container movements, and local movements; processes Export Traffic Release Requests (ETRR) for sealift shipments using the Surface Deployment Distribution Command (SDDC) Integrated Booking System (IBS).
• Provides In-transit Visibility through the Global Transportation Network (GTN), Radio Frequency Identification (RFID) servers, and Transportation Management Systems (TMS).
• Performs Port Handling and Inland Transportation (PHIT) duties as Work Monitor for inbound and outbound line haul subcontractor trucks; inspects and documents shipments for contract compliance.
• Handles Host Country customs clearances and liaises with Military and Host Country Ministries for import/export border, airport, and seaport clearances.
• Inspects, accepts, and inventories inbound air cargo, line haul trucks, and containers; inspects incoming freight for damage and initiates SF 361 Transportation Discrepancy Reports (DISREP) as required.
• Prepares and handles cargo in accordance with prescribed regulations, instructions, technical orders, and procedures.
• Weighs cargo, vehicles, and outsized cargo to determine center of balance for rolling stock; ensures cargo dimensions are within pallet and aircraft limitations.
• Maintains operational stock levels of all 463L assets; loads/unloads 463L pallets, 40-foot and 20-foot sea van containers, and 40-foot flatbed/low-bed trucks.
• Processes passengers for air transportation, handles baggage, loads/offloads aircraft, and completes security checks of passengers and baggage.
• Operates Material Handling Equipment (MHE), wide-body loaders, and cranes; safely transports and handles explosives.
• Prioritizes and schedules work assignments of subordinate personnel; implements and documents quality, training, environment, and safety programs.
• Maintains technical orders, publications, forms, and files required for Traffic Management operations; compiles data and submits reports as required.

Requirements

• High school diploma or equivalent.
• One (1) to three (3) years of experience in a related field, with work experience in freight acceptance, preparation, processing, inspection, documentation, and handling procedures.
• Completed training to prepare, certify, or inspect Hazardous Materials for Air Transportation IAW AFMAN 24-204 (currency not required).
• Qualified to operate Material Handling Equipment (e.g., 4K, 6K, 10K/10K AT Forklift, pallet jacks).
• Knowledge of palletizing cargo on single or multiple/married 463L pallets using side and top nets, straps, chains, and restraint devices.
• Knowledge of aircraft cargo loading/unloading and cargo tie-down restraint procedures.
• Proficient in computer skills and capable of using programs for cargo operations and office administration, including DPAS, CMOS, and ILSS.
• Proficient in reading, writing, and speaking English.
• Ability to obtain and maintain a Class B CDL.
• Must be able to obtain and maintain a Public Trust US Government Clearance (US Citizenship required).

Preferred Qualifications

• Class B CDL.

Work Environment

• Must meet all physical, medical, and psychological requirements of the customer contract.
• Working environment includes both office and outdoor settings, with potential exposure to extreme weather conditions for extended periods.

Pay

This is an hourly, overtime-eligible position governed by the Service Contract Act (SCA). The compensation range or hourly rate is provided as a good-faith estimate. Actual compensation may vary based on job responsibilities, education, experience, skills, internal equity, market data, applicable collective bargaining agreements, and relevant laws.
