About the role
The Traffic Maintenance Programs Manager oversees personnel engaged in transportation engineering work in various functional areas such as planning, design, construction, transportation/traffic operations, maintenance, and bridge inspection. They ensure compliance with federal and state laws, policies, procedures, standards, and guidelines. The position involves working with governmental officials, private entities, and contractors.
Responsibilities
- Advises staff engineers.
- Aids in the development, preparation, and letting of maintenance contracts for the district.
- Directs construction operations, including reviewing shop drawings, ensuring compliance with regulations, and approving letting advertisements.
- Drives to project/work locations for on-site engineering reviews, analyses, tests, and technical support.
- Interprets the Utility Accommodation Policy; reviews utility billing documents.
- Makes presentations and represents TxDOT.
- Oversees and/or performs traffic engineering studies to recommend solutions for high accident locations, warrant traffic signals and speed zones, and determine highway capacity and channelization.
- Participates in district plan review activities.
- Prepares correspondence and reports.
- Develops and implements innovative programs, projects, designs, concepts, and solutions.
- Performs other job responsibilities as assigned.
Requirements
- Education: Bachelor's degree in engineering or related science.
- Experience: 4 years of experience in transportation engineering.
- Licenses and Certifications: Valid driver’s license; Professional Engineer license required.
Qualifications
- Extensive knowledge of: Transportation design engineering principles, practices, and methods; applicable plans, specifications, and estimates preparation, review, processing, and compliance requirements; construction engineering policies and procedures; design and plan preparation methods and requirements.
- Considerable knowledge of: Budgeting methods and procedures.
- Expert skill in: Applying engineering principles, practices, and methods in job responsibilities.
- Proficient skill in: Supervising technical staff; developing, interpreting, and implementing policies, procedures, and technical information; planning methods, techniques, and strategies; overseeing and coordinating projects and program activities; planning, assigning, directing, coordinating, and reviewing the work of professional, administrative, and technical employees.
